The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Hammersmith, Dickey and Tedder. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Cynthia Clark, Marilyn Downing, Phil Truby, Don Jensen, Gwen Warner, Debbie Hatfield, Darin Neufeld, Steve Samuelson, Glenda Wilcox, and Nancy Kros.

Mike McAbee from the Assembly of God Church gave the Invocation.

Commissioner Tedder made the motion to approve the minutes of the previous meeting as amended. The motion was seconded by Commissioner Hammersmith. Motion carried.

APPROPRIATION ORDINANCE and 05/26/09 PAYROLL APPROVED

Claim Ordinance #5592 making appropriation for $102,025.17 for the payments of certain claims against the City of Anthony for appropriation ordinance and $46,369.83 for 05/26 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.

FLOOD INSURANCE

Steve Samuelson, National Flood Insurance Program Specialist presented information about the National Flood Insurance Program and what it would take for the City of Anthony to participate in the Program.

Commissioner Tedder made the motion that the City participates in the National Flood Insurance Program. The motion was seconded by Commissioner Dickey. Motion carried.

CHARTER ORDINANCE NO. 14

A CHARTER ORDINANCE REPEALING CHARTER ORDINANCE NO. 13 OF THE CITY OF ANTHONY KANSAS, RELATING TO A MEETING QUORUM.

Mayor Muse made the motion that the City adopts Charter Ordinance No. 14. The motion was seconded by Commissioner Tedder. Roll Call Vote: Yeas – 5, Nays – 0. Motion carried.

POLICE CHIEF REPORT/LOCKER RUN/THEFT AT LAKE/DISTURBANCE IN 300 BLOCK OF W. MAIN/CITY CHAPLAIN FOR POLICE AND FIRE DEPARTMENTS

Chief Blevins reported that Officer Schultz took Rambo to Anthony Junior High and ran lockers, one alert and notice delivered.

Officer Hodson investigated a theft at the Anthony Lake. Items were recovered and two persons taken into custody.

Disturbance in the 300 block of West Main. Marijuana, Paraphernalia and Methane were found.

Chief Blevins reported that Pastor Mike McAbee, who was present, has agreed to be the new Police and Fire Department Chaplain.

CITY SUPERINTENDENT REPORT/VACATE STREET/KPP/BOB HOLCOMB HIRED/INSURANCE REVIEW/POLE BIDS/THANK YOU TO POWER PLANT/KLINK PROJECT

City Superintendent Sechler reported that the property owners on East Second and North of Spring did not object to the proposed vacate street request from Reta Gates.

He included KPP Membership Information and asked the Commissioners to review and Resolution and Ordinance numbers will be assigned.

Bob Holcomb has been hired to fill the Caretaker position. Summer help positions have been filled.

I and Don Heidrick met with Insurance Company and reviewed the City’s policy. We will have another meeting in a couple of weeks.

City Superintendent Sechler provided Bids for needed transformers. T&R Electric’s Bid was $3,015.00 and Solomon Corporation was $3,235.00. Commissioner Hall made the motion that the City approves the Bid from T&R Electric for transformers for $3,015.00. The motion was seconded by Commissioner Tedder. Motion carried.

Airport Project Bid opening was Friday. Darin Neufeld, EBH will be here Tuesday to go over them.

Thanks to some of the Power Plant crew for help at the Lake.

Bid Opening for K-2 Highway KLINK Project is Thursday.

HEAD START PROGRAM

Glenda Wilcox and Nancy Kros of Wichita Head Start Program gave a brief description of the Head Start and Early Start Programs. They would like to expand the Program to Anthony.

They will be presenting a Proposal to the U. S. Department of Health and Human Resources which will include Anthony. They will meet with the Industrial Development Board at 1:30 p.m. to go over what would be needed from the City to provide a building to lease for the Programs.

CITY CLERK/ADMINISTRATOR REPORT/LAND SALE/LETTER OF THANKS

He reported a Public Notice will be placed in the newspaper for the City property south of the new Atmos Building.

He presented a letter of thanks to be signed by the Commissioners to Alfalfa Electric Cooperative for their patronage capital credits payment again. It amounted to $19,655.33 this year.

I. D. Board will meet with Head Start organizers at 1:30 p.m. in the Commission Room.

AIRPORT PROJECT BIDS

Darin Neufeld, of Evans, Bierly and Hutchison Associates presented information regarding the low Bids from Klaver Construction Company for the reconstructing of the Aircraft Parking Apron. The base bid was $413,621.40 and ___________ 1 – West Half of Parking Apron. For $261,574.65, the alternate 2-Radius to Taxiway for $50,811.00 and Taxiway for $43,696.30. The City share of 5% for the base bid part and alternative 1 Bid part would be $33,759.80 Funding was the question. The City Superintendent and Commission did not object using part of the Municipal Equipment Fund Revenue to help finance the City share. Commissioner Dickey made the motion that the City approves the Klaver Construction Company Bid of $675,196.05 for reconstructing the Anthony Airport Aircraft Parking Apron and Radius to the Taxiway contingent on Federal Aviation Administration approval and the availability of discretionary Funds. The motion was seconded by Commissioner Tedder. Motion carried.

Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Tedder. Motion carried.
