Special Meeting
The Board of Commissioners of the City of Anthony, Kansas met in Special Session at 10:00 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Tedder, Hammersmith, and Dickey. Absent: None. Also present were Don Heidrick City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; Amber Schmitz of the Anthony Republican; Kate Catlin of the Harper County Herald; Jim Arnett, Donna Crowe, I. D. Creech, Rose Mary Saunders, Dennis Cook, and Jaime Goering.
FINANCING DEMOLITION FOR HEDLUND AND
MANGEN BUILDINGS DISCUSSION – WORK SESSION
After discussion, the Commission was in agreement to borrow the money needed for the Demolition of the Hedlund and Mangen Buildings from the Electric Reserve Fund. A Lease/Purchase will be worked up for the City Commission to approve. This will be done instead of trying to finance a Bond Issue.
DEMOLITION BIDS
Demolition Bids were received from Wildcat Construction, of the Wichita area for $771,253.08; G & G Dozer from Caney, for $545,545.70; and H. D. Mills & Sons, of the Wichita area for $470,470.19. The engineers estimate from PEC was $717,036.50.
H. D. Mills came in with the lower Bid, however do to the company not providing proof of partnership and not attending the mandatory pre-bid conference, the City Commission had to reject the Bid.
Commissioner Tedder made the motion that the Bid be awarded to the next lower Bid from G & G Dozer of Caney for $545,545.70. The motion was seconded by Commissioner Hall. Motion carried.
DEMOLITION BID AWARDED
After discussion and consultation with Jim Forsyth, City Attorney and CDBG Attorney, that Henry Dirk Digging Inc. / Mills and Sons did not qualify.
Commissioner Tedder made the motion that the City accepts the next lower Bid of G & G Dozer of Caney for $545,545.70 for the Main Street Buildings Demolition. The motion was seconded by Commissioner Hall. Motion carried.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Tedder. Motion carried.
