The Board of Commissioners of the City of Anthony, Kansas met in regular session
at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners
present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present
were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City
Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony
Republican; J.D. Rhea, Cynthia Clark, and Kenny Hodson.
The minutes of the previous meeting were approved as amended.
APPROPRIATION ORDINANCE AND 5/30 CITY PAYROLL APPROVED
Claim Ordinance #5441 and 5/30 City Payroll making appropriations for the payments of certain claims against the City of Anthony in the sum of $261,563.37 and $45,019.90 respectively were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 5/30 City Payroll were unanimously approved and claims ordered paid.
STREET DEPARTMENT REPORT
J.D. Rhea, Street Department Head, gave a report on the department's projects. They are mowing, and street sweeping. Will be painting stripes, crack filling and cleaning up South Penn. Processing bids for a new truck and loader. The Mayor asked the City Superintendent about filling the cracks at the Airport.
BIDS FOR TRUCKS
Bids were received for an F-750 Ford Dump truck chassis for the Street Department, and an F-350 pickup for Electric Distribution, and an F-150 pickup for the City Superintendent from Vanlandingham's and Koehn Motors.
City Superintendent Sechler and Department Heads will go over bids.
CYNTHIA CLARK REQUEST
Cynthia Clark requested for additional power at her business on Lake Road to accommodate the dances for the Anthony Alumni Reunion and leave for security lights after the reunion.
City Superintendent Sechler and Steve Wilkinson will develop a plan to bring to the Commission for approval.
LOAN WARRANT WITH FIREMAN'S RELIEF ASSOCIATION
Commissioner Williams made the motion that the City approve the Loan Warrant to borrow $52,500 from the Fireman's Relief Association to assist in paying for a used 1998 aerial fire truck. The motion was seconded by Commissioner Koeppen. Motion carried.
LAKE LEASE FOR LOT 25 E APPROVED
Commissioner Williams made the motion that the City approve the new Lake Lease for Lot 25 E between the City of Anthony and the Anderson Revocable Living Trust, Mary Jane Anderson, trustee. The motion was seconded by Commissioner Koeppen. Motion carried.
CHIEF OF POLICE REPORT / BIKE INSPECTIONS / OFFICER SCHULTZ ASSAULTED /
GOLF CARTS AT THE LAKE / DOGS COMPLAINT / TRUCK PARKING
Chief of Police Blevins reported that bike inspections were held at Anthony Elementary last week. Officer Schultz was assaulted in responding to disturbance on South Franklin. An arrest was made. He also worked DUI case and an arrest was made.
Allowing driving golf carts at the Lake was reviewed. They need to be tagged before driven on streets, with lights, turn signals, horns and speedometers.
Commissioner Hekel received complaint about dogs chasing mail carriers on North Anthony. The Chief reported that he was involved in a matter when he got a call, and later could not find dog.
Questioned truck parking of semi trucks on residential streets. Chief indicated rigs over 30 ft. cannot be parked in residential area. The parking of gasoline and propane trucks was questioned also. Chief will review.
CITY SUPERINTENDENT'S REPORT / AIRPORT / LIFT STATION /
AIR CONDITIONING PROJECT / GENERATING POWER /
OPEN BURN SITE GATE / SIDEWALK BIDS
City Superintendent Sechler reported concrete crews should be working at Airport this week. Contractors are working on installation of new sewer lift station by Catholic Church. Air conditioning project at Municipal Hall is going well and Electric Department has installed a good percentage of the wiring for the project.
Power Plant has run a generator about every day this last week to shave off load.
Commissioner Hekel reported open gate at burn site over the weekend after he had purchased key. Superintendent Sechler reported a broken lock was brought to him and he replaced it. Illegal dumping should be reported to the City Superintendent or the Chief of Police.
Bids will be requested for sidewalk to be replaced by Municipal Hall. Klaver is too busy to do it.
BID FOR PROPERTY
One bid was received for property on South Penn., behind the Tradewinds on West Main.
The bid was received from Kerry Schroeder for $2,350. No action was taken by the Commission.
CITY CLERK/ADMINISTRATOR'S REPORT / FINANCING TRUCK /
INSURANCE COST / BUDGET MEETING / AUDITORS / SBC CONTACT
City Clerk/Administrator Heidrick reported that financing will have to be done for the Altec digger truck. Cost is $158,978 plus tax.
Worked on spreading department expense for the property, liability, vehicle, linebacker and Worker's Comp., for the semi-annual billing for $54,272.
Fire Chief Hodson and Fire Department had a good response for Kan-Step Project for a new fire station.
He will be attending Budget Workshop, June 7th, at Wichita.
He has not heard from the Auditors for 2005 Budget.
The Mayor requested he contact SBC about high speed internet for the Lake.
ORDER APPROVED
Officer Hodson presented order for Commission to approve for abatement of health nuisance for Phillip and Georgia Ricker for 300 South Penn.
Commissioner Koeppen made the motion that the City approve the Order to Phillip E. Ricker and Georgia R. Ricker for the abatement of Health Nuisance for 300 South Penn. The motion was seconded by Commissioner Hekel. Motion carried.
KAN-STEP PROJECT
Fire Chief Hodson thanked the Commissioners for attending the public meeting held for the Kan-Step Project for a new fire station. A second meeting will be held with the architect, June 21st, at 6:00 P.M. It should last about 2 hours.
EXECUTIVE SESSION
Mayor Hatfield made the motion that the City Commission go into executive session for 5 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Williams. Motion carried. At 10:16 A.M., the City Commission room was cleared with the Chief of Police, City Superintendent, and City Clerk/ Administrator remaining. At 10:21 A.M., the Mayor called the meeting back into regular session.
PERSONNEL MANUAL WORK SESSION
The City Commission discussed in detail the Personnel Manual and what changes that need to be made. There were several items left to decide on. The City Attorney will be asked to review several sections for changes.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
