The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Acting Mayor David Williams presiding and the following Commissioners present: Hammersmith, Hekel, and Dickey. Absent: Mayor Hatfield. Also present were Don Heidrick, City Clerk/ Administrator; Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; and J.D. Rhea.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 11/13 CITY PAYROLL APPROVED

Claim Ordinance #5513 making appropriations for $153,897.77 for the payments of certain claims against the City of Anthony for appropriation ordinance and 11/13 City Payroll for $43,825.26 were presented and on motion by Acting Mayor Williams, seconded by Commissioner Dickey, said ordinance and 11/13 City Payroll were unanimously approved and claims ordered paid.

STREET DEPARTMENT REPORT

J.D. Rhea, Street Department Head gave a short report.

Retention Silt Pond is complete on the East side. West side pond site location was moved.

Commissioner Williams asked about condition of Spring Street between Mass. and LL&G. It is bad due to detour.

CODIFICATION ORDINANCE NO. G-2743 ADOPTED

Section 8- Errata was added for corrections.

AN ORDINANCE ADOPTING THE CODIFICATION OF ORDINANCES OF THE CITY OF ANTHONY, KANSAS, AUTHORIZED BY ORDINANCE NO. G-2573 PROVIDING FOR THE REPEAL OF CERTAIN OTHER ORDINANCES NOT INCLUDED THEREIN, EXCEPTING CERTAIN ORDINANCES FROM REPEAL AND SAVING CERTAIN ACCRUED RIGHTS AND LIABILITIES.

Commissioner Hekel made the motion that the City adopt Ordinance No. G-2743. The motion was seconded by Commissioner Hammersmith. Motion carried.

PASTURE LAND LEASE BIDS

Acting Mayor Williams read bid proposals for 53.7 acres of pasture land located 1/2 mile south of the southwest edge of Anthony. Zeb Prawl bid 17.05/acre x 53.7 for $915.59/year, and Charles Seipel, 16.25/acre.

Commissioner Hekel made the motion that the City accept Zeb Prawl of 17.05/acre to lease 53.7 acres of City pasture land south of Anthony. The motion was seconded by Commissioner Dickey. Motion carried.

DRUG AND ALCOHOL POLICY FOR TAXI

After discussion of the required drug and alcohol policy for City Taxi, Acting Mayor Williams made the motion that the City approve the Alcohol and Drug Policy for the taxi program and limit it to that Program. The motion was seconded by Commissioner Hekel. Motion carried.

TRANSFORMER BIDS

City Superintendent Sechler presented the transformers bid proposals from T and R Electric for $5,916 and from Solomon Electric for $7,290.

Commissioner Hekel made the motion that the City approve the transformer bid from T and R Electric for $5,916. The motion was seconded by Commissioner Hammersmith. Motion carried.

WATER PIPE PROPOSALS

Superintendent Sechler reported the City needs to order 6-inch pipe for the Sunrise Addition water main. Terry Stark received verbal quote from 3 companies. Two companies were around $4.00 per ft. and Water Products quoted $3.40 per ft. 700 ft. is needed.

Commissioner Hekel made the motion that the City accept quote from Water Products for 700 feet of 6-inch pipe for $3.40 per ft for $2,380. The motion was seconded by Commissioner Dickey. Motion carried.

WHEATRIDGE DRIVE STREET

City Superintendent Sechler presented information about proposals for Wheatridge Street Drive.

After discussion, Commissioner Dickey made the motion that the City accept the bid from APAC-Kansas Inc., to construct Wheatridge Drive with 7-inch Asphalt with Geogrid for $151,491.50. The motion was seconded by Commissioner Hekel. Motion carried.

CITY SUPERINTENDENT'S REPORT / ROCK FOR LAKE ROAD / SHORELINE PROTECTION PROJECT / CHRISTMAS LIGHTS POLES / EXECUTIVE SESSION

City Superintendent reported EBH had contacted a couple of contractors for the sewer main extension for Sunrise Addition and bids will be requested.

City Superintendent Sechler reported Commissioner Williams had asked about the cost for AB-3 Rock on the first Lake Road. The approximate cost for rock and hauling is $51,000. This would not include spreading and compaction.

The Shoreline Protection Project starts today and should be finished Tuesday or Wednesday.

Bases for the Christmas Lights poles were installed last week.

He would like executive session for non-elected personnel.

CHIEF OF POLICE REPORT / SCHULTZ AND RAMBO RE-CERTIFIED /

REGIONAL DISPATCH CENTER / GRANT TO REDUCE UNDERAGE DRINKING /

DAYLIGHT DONUTS CASE / DOMESTIC DISTURBANCE

Chief of Police Blevins reported that Officer Schultz and Rambo were re-certified at Canine Unlimited in Tulsa last week. County Attorney paid for half the cost.

He met with Harper County Commission last week and discussed Regional Dispatch Center and the governing board. A Resolution needs to be approved by County Commission this week.

He attended meeting at the County Health Department regarding Kansas Strategic Prevention Framework Grant to Reduce Underaged Drinking. Law Enforcement is one of twelve community sectors involved and he will be representative for Law Enforcement.

Charges were filed against Jeremy Watts in reference to the Daylight Donuts Shops at Harper and Anthony.

Domestic disturbance at 200 N. Jefferson and 200 S. Madison. One person arrest in each case. Cases to County Attorney.

CITY CLERK/ADMINISTRATOR'S REPORT / RECODIFICATION /

EXTRA CHRISTMAS HOLIDAY / BOOKKEEPING /

OIL & GAS LEASE MONEY / TENNIS COURTS

City Clerk/Administrator Heidrick expressed appreciation for Commissioner Williams' work on recodification.

He asked about a Holiday for employees for December 24th, and giving Gift Certificates for Christmas.

Angie Hartman has completed October bookkeeping for review.

He will use Airport Oil and Gas Lease money to assist meeting 5% match for Airport project.

He will plan to attend the School Board meeting tonight with Randy Warner to provide information for renovating the north tennis courts.

DECEMBER 24th HOLIDAY / GIFT CERTIFICATES

Commissioner Hekel made the motion that the City declare Monday, December 24th, as a holiday for City employees. The motion was seconded by Commissioner Dickey. Motion carried.

Commissioner Hekel made the motion that the City give $100 Gift Certificate (bonus) to the City employees, with 50% being Anthony Bucks and $50 cash. The motion was seconded by Commissioner Hammersmith. Motion carried.

EXECUTIVE SESSION

Commissioner Hammersmith made the motion that the City Commission go into executive session for 5 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Dickey. Motion carried. At 9:33 A.M., the City Commission room was cleared with the City Superintendent, Chief of Police, and City Clerk/Administrator remaining. At 9:38 A.M., the Mayor called the meeting back into regular session.

Commissioner Hekel made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
