The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; and Kenny Hodson.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 11/14 CITY PAYROLL APPROVED

Claim Ordinance #5464 making appropriations for the payments of certain claims against the City of Anthony in the sum of $22,738.36 for appropriation ordinance and 11/14 City Payroll for $42,892.07 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 11/14 City Payroll were unanimously approved and claims ordered paid.

FIRE STATION

Fire Chief Kenny Hodson presented information for financing a new Fire Station, building sizes, 70x100 and 80x100.

It would involve the use of Fireman Relief, Municipal Equipment Fund, and a Bond issue and Kan-Step.

It would free up the old Fire Station for use. There is need for more room. It would involve long term debt. Maybe should just add to present building. How long rural contracts will last.

The City Commissioners discussed the pros and cons, maybe consider I.D. Board Building, move it or have it there. Information will be reviewed.

GARAGE AT POLICE DEPARTMENT

Kenny Hodson also presented information regarding the construction of a garage for the Police Department. Gary Puls drew blueprints. Add to Bond issue. Could use $5,000 from present budget and $7,000 from Municipal Equipment for down payment. Materials estimated for 36x40 building is $18,000. Does not include labor. Will get bids in two weeks.

PAY ESTIMATE NO. 3 FOR KLINK PROJECT / CORRECT ROUGH SPOTS

After discussion, Commissioner Williams made the motion that the City approve Estimate No. 3 for $7,639.29 for the Main Street KLINK Project to Inland Company. The motion was seconded by Commissioner Koeppen. Motion carried.

There was discussion about the rough spots on Main Street. Could not mill out dips, just bumps. Question that the spots need to be sealed. EBH engineer will be asked to return and examine the situation.

AIRPORT PAY ESTIMATES

After discussion, Commissioner Koeppen made the motion that the City pay pay estimates for the Airport in the amount of $18,000 and $11,700 to Hahner, Foreman & Harness, LLC. The motion was seconded by Commissioner Williams. Motion carried.

CHRISTMAS GIFT CERTIFICATES FOR EMPLOYEES

Commissioner Williams made the motion that the City provide Gift Certificates for $100 in cash and Anthony Bucks for the City full-time employees. The motion was seconded by Commissioner Hekel. Motion carried.

COMMISSIONERS COMMENTS

City Superintendent Sechler reported that no insurance information was received from Vogt Construction for the pole lights and bench project. The City Commission was in agreement to have City Superintendent decide if the City Crews should do the work.

Bids for the backhoe and loaders were mailed last week.

Vacant lineman position was advertised internally for now.

He, Larry Berry and Steve Wilkinson attended KMEA/KMGA Annual Conference last week. There were several good speakers.

The City Crews will begin hanging Christmas decorations this week.

Floor for Airport terminal will be poured this week.

He spent most of Thursday morning with EBH at Airport about Airport project and with James Guy Friday morning going over tee box and basket locations for Disc Golf Course at Lake.

-Commissioner Hekel asked about frontage from road for Lake Lots. Will check again on survey costs for Lake Lots.

-Will try to find someone to do Gun Club roof.

-Electric Crew has line replacement to the Wells in their plans.

-Water Tower at Harper and North LL&G water line mentioned.

-Logs in Lake.

-Rural electric cost analysis.

-Street light poles FEMA project need to be replaced.

-Working on electric installation cost with Steve Wilkinson.

-Talked about requesting the waiving of fees for dumping for Frazier Building.

-KDOT planning meeting, Wednesday, at Hutch.

-Fence completely around Frazier Building is on hold, waiting for permission for parking lot.

CHIEF OF POLICE REPORT / GOLF COURSE DAMAGE CASE /

NATHAN HOUSTON COMPLETED KLETC TRAINING / DEC MEDIA EVENT

Chief of Police Blevins reported that they are working on criminal damage case from Golf Course.

Sgt. Moore worked an aggravated assault Sunday night with person taken into custody.

Nathan Houston completed KLETC Training. He attended graduation.

Harper County Drug Endangered Children Media Event tonight at Chaparral at 6:30 P.M.

CITY CLERK/ADMINISTRATOR'S REPORT / OCTOBER BOOKKEEPING /

MASTER MUNICIPAL CLERKS ACADEMY / KPERS WORKSHOP / TAXI MEETING

City Clerk/Administrator Heidrick reported Angie has completed October bookkeeping reports for review.

Appreciated attending Master Municipal Clerks Academy in Wichita.

He will attend KPERS Workshop in Wichita, Tuesday.

Transportation meeting with Connie Shellhammer, Council on Aging, Thursday, at 10:30 A.M., to discuss taxi future operations.

City Christmas Party is Dec. 8, 6:30 P.M., at Municipal Hall.

ANNEXATION

Commissioners discussed looking at annexation again. East side of town.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
