The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Tedder, Hammersmith, and Dickey. Absent: None. Also present were Donald F. Heidrick , City Clerk Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Shawn Catlin, Gerald Wolff, Cynthia Clark, and Donna Crowe.

Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Hammersmith. Motion carried.

APPROPRIATION ORDINANCE

Claim Ordinance #5617 making appropriation for $45,136.16 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

GERALD WOLFF REQUEST

Gerald Wolff said he was steering a project for having a sidewalk constructed between Country Living and the Anthony Medical Center. This would assist in easier access for Country Living residents in using the Medical Center. He has contacted members of the Wayne Dennis Fund Committee and they were in agreement for the City funding the sidewalk.

The City Commission did not object to such a project but would like a formal recommendation from the Wayne Dennis Fund Committee. Gerald Wolff will contact the Wayne Dennis Fund Committee.

URGENT NEED GRANT APPLICATION APPROVAL

The City received a letter from Governor Parkinson that the City of Anthony has been awarded the Urgent Need Grant for $331,000.

Commissioner Tedder made the motion that the City approves the Grant Agreement No. 09-1T-901 with the Kansas Department of Commerce. The motion was seconded by Commissioner Hall. Motion carried.

APPLICATION FOR LICENSE TO RETAIL CEREAL MALT BEVERAGES

Mayor Muse made the motion that the City approves the Application to Retail Cereal Malt Beverages for Kristy Calvert doing business as Kristy’s Kafe. The motion was seconded by Commissioner Hammersmith. Motion carried.

CHRISTMAS GIFTS

Mayor Muse made the motion that the City provides Christmas gifts of $50.00 cash and $50.00 in Anthony Bucks to the City employees. The motion was seconded by Commissioner Dickey. Motion carried.

AUDIT PROPOSALS

Audit Proposals had been received from Adams, Brown, Beran and Ball, and Busby, Smith, and Ford. Commissioner Tedder made the motion that the City approves the Audit Proposal from Adams, Brown, Beran and Ball for doing the 2009, 2010, and 2011 Audits for the City of Anthony.

BILL PAYMENT

Mayor Muse made the motion that the City approves the payment for Pay Estimate No. 2 from the Hickman Environmental for the Wastewater Improvements Projects. The motion was seconded by Commissioner Tedder. Motion carried.

CITY SUPERINTENDENT REPORT/BAR SCREEN/CHRISTMAS DECORATIONS/

PLAN FOR ETHANOL PLANT/RURAL DEVELOPMENT/

SEASONAL RATES FOR TRAILER PARKS

Bar Screen should arrive Wednesday. He attended the KMU Board of Directors Meeting on Thursday.

Greg Wilson is wanting to set up another Workshop with the Commission.

Christmas decorations will be going up.

They are preparing paperwork for the Ethanol Plant.

Rural Development will be here for a meeting on Thursday.

Will research seasonal rates for the Trailer Courts.

He will be attending his Grandson’s football game in the State Playoffs.

CHIEF OF POLICE REPORT/VETERAN’S DAY/RAMBO/

DRUG AWARENESS PROGRAM/DRUG AWARENESS AND REFUSAL SKILL CLASS

Thanks for the Veteran’s Day off. He attended the Veteran’s Program.

Officer Schultz presented a demonstration with Rambo and Drug Awareness Program to Mrs. Guy’s 8th grade class. There were two alerts on lockers last week at the Jr. High lockers. Parents were notified.

He attended the Harper County Interagency Coordinating Council Meeting.

Officer Houston completed the 8 week “Drug Awareness and Refusal Skills” class to the Anthony 4th graders.

CITY CLERK/ADMINISTRATOR REPORT/WORKER’S COMPENSATION/

WORKSHOP – POOL RENOVATION/MEETING WITH KEVIN COWAN/

OCTOBER FINANCIALS

City Administrator Heidrick checked with our Insurance Agent and they said food caters for the City should have Worker’s Compensation Insurance to cover the City’s liability. The Insurance Company will charge the City for coverage when Audit is held.

Workshop for Swimming Pool renovation will be Monday, November 23rd at 4:00 p.m.

It was a good meeting with Kevin Cowan on Wednesday. No report from the Downtown Rebuilding Committee.

October Financials have been completed. $100,000 was transferred to the Electric Reserve and $25,000 to the Water Reserve.

Fence Post will cater the City Christmas Party.

EXECUTIVE SESSION

Mayor Muse made the motion that the City Commission go into Executive Session for 15 minutes to discuss matters regarding non-elected personnel. The motion was seconded by Commissioner Tedder. Motion carried.

At 9:15 a.m., the City Commission Room was cleared with the Chief of Police, City Superintendent, and City Administrator remaining. At 9:30 a.m., the Mayor called the meeting back into regular session. No decisions were made.

RAMBO TO RETIRE

After discussion about Rambo’s health and age, Mayor Muse made the motion that the City ends the Drug Prevention Program with Rambo, and upon signing a Receipt and Release by Matthew Schultz accepting and acknowledging receipt of Rambo, and be responsible for his care, the City will no longer be responsible in any way for anything regarding Rambo or any of Rambo’s actions. The motion was seconded by Commissioner Hammersmith. Motion carried.

DISCUSSION – POLICE CAR TO AIRPORT

Commissioner Hall asked about the need for the Airport to pay for the used Police Car with the Airport Fund Reserves being low. No decision was made after discussion.

Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hall. Motion carried.
