The Board of Commissioners of the City of Anthony, Kansas met in regular session at 6:00 p.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Tedder, Hammersmith, and Dickey. Absent: None. Also present were Angie Hartman Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Cynthia Clark, Creighton Cullop, Teresa Cullop, Gwen Warner, Debbie Mangen, Jean Barber, Iian Stout, Carol Anderson, Payson Hedlund, Maria Hedlund, Jim Anderson, Robert Sharp and Donna Crowe.

Jim Anderson, Minister of the Nazarene Church gave the Invocation.

Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Tedder. Motion carried.

APPROPRIATION ORDINANCE

Claim Ordinance #5615 making appropriation for $46,788.39 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

METHODIST CHURCH SOUP SUPPER/AUCTION

Robert Sharp was present to invite everyone to the Annual Soup Supper/Auction to be held Saturday, November 7th at the Church. The Finance Committee had voted to donate 10% of the proceeds to the Fire Department.

CHIEF OF POLICE REPORT/ARMED HOSTAGE/HALLOWEEN SAFETY/

2001 CROWN VICTORIA/RAMBO

Chief Blevins reported on the armed hostage/barricaded suspect in the 1000 Block of E. Main. After extensive negotiations by Chief Blevins and family members, the suspect decided to come out on his own and was taken into custody without incident. The KHP Special Response Team had arrived to take over the negotiations about the time the suspect decided to come out on his own. They did make the extraction of the suspect from the residence and take him into custody. The Harper County Sheriff’s Department and Harper Police Department also assisted. A Search Warrant was obtained that allowed entry into the residence. An Arrest Warrant for aggravated assault of a Law Enforcement Officer and unlawful possession of a firearm after a felony conviction was served on the suspect at the time he was taken into custody. After an evaluation, the suspect was transported to the Larned State Hospital and has been admitted there.

Officer Houston and Chief Blevins presented Halloween Safety Programs at the Blessed Beginnings Pre-School and the Pre-School and Kindergarten classes at Anthony Elementary. A quiet Halloween was reported.

Chief Blevins reported the Commission needs to decide whether to use the 2001 Ford Crown Victoria at the Airport.

At this time, Rambo is planned to be retired the 1st of December.

TRUCK BID

Fire Chief Kenny Hodson reported he had gotten the OK from Rural Development to get Bids for a Truck. The Bids were obtained and sent back to Rural Development. Bids were $27,452 from Lubbers at Cheney and $27,672 from Newberry’s at Kingman.

PUBLIC HEARING RECONVENED – 135 W. MAIN

At 6:15 p.m., Mayor Muse opened the Dangerous Structure Public Hearing for 135 W. Main property owned by Payson K. Hedlund and Maria C. Hedlund. The Hedlund’s had gotten Bids and determined it was too costly to repair. Jim Forsyth, City Attorney, presented the Findings of Fact. Commissioner Dickey made the motion that the City accepts the Findings of Fact and issue the Order to Payson K. Hedlund and Maria C. Hedlund in the interest of Public Safety to repair, demolish or remove the structure at 135 W. Main by December 2, 2009. The motion was seconded by Commissioner Hall. Motion carried.

Mayor Muse made the motion to close the Public Hearing. The motion was seconded by Commissioner Tedder. Motion carried.

CITY SUPERINTENDENT REPORT/EXPLOSIVE PROOF HEATER/

ANNUAL CLEANING OF CONTROL VALVE/PRESCRIPTION DRUG PLAN

City Superintendent Sechler presented the following quotes for the Explosive Proof Heater for the Wastewater Plant (15 KW – 240V 3 phase heater with thermostat.)

Carlton Company, $5403 plus freight; Campbell Supply, $8,315.25 including freight; Stanion Wholesale Electric, $5,085 plus shipping; and Hazels Sheet Metal, $5,876.59 plus shipping.

After discussion, Commissioner Hall made the motion to accept Hazel Sheet metal’s quote of $5,876.59 plus shipping. The motion was seconded by Commissioner Dickey. Motion carried.

He was contacted by KDOT asking about the City’s plans to control traffic during the downtown demolition. Several options were discussed and would decide after meeting with the contractors.

B & B Services were here to do the annual cleaning and repairs to the control valve at the Water Storage Tank on Hayes Street.

Superintendent Sechler had received a call from the County Clerk concerning the Prescription Drug Plan discussed last week. Cheryl Told Superintendent Sechler the County has discussed a plan that would be available to all County residents. She has a meeting in a couple of weeks and will get more information on this program.

COMMISSIONERS COMMENTS

Mayor Muse reported a chunk of curb was knocked out at Bluff and Steadman.

PUBLIC COMMENTS

Gwen Warner asked the Commission to forgive the Municipal Hall rental fee for the Fall Craft Fair. Commissioner Tedder made the motion to waive the Municipal Hall rental fee to the Chamber of Commerce for the Fall Crafts Fair. The motion was seconded by Commissioner Hall. Motion carried.

Debbie Mangen asked if there were plans to resurface the 100 Block of E. Spring.

Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
