The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Dickey, Hammersmith, Hall, and Tedder. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Shawn Catlin, Kenny Hodson, Cynthia Clark, Major Weiss, Sid Burkholder, and Lateith McVea.
Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Hall. Motion carried.
APPROPRIATION ORDINANCE and 11/24/09 PAYROLL APPROVED
Claim Ordinance #5618 making appropriation for $167,614.09 for the payment of certain claims against the City of Anthony for appropriation ordinance and $45,949.16 for 11/24 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
ANTHONY PLANNING COMMISSION RE-APPOINTMENT
Commissioner Hall made the motion that the City re-appoints Hal Greve, Mike Lanie and Debbie Hatfield to the Anthony Planning Commission for 3 year terms. The motion was seconded by Commissioner Dickey. Motion carried.
It was discussed that all Committee openings will be advertised in the future.
FIRE CHIEF RE-APPOINTMENT
Commissioner Hammersmith made the motion that the City re-appoints Kenny Hodson as Anthony Fire Chief. The motion was seconded by Commissioner Hall. Motion carried.
RESOLUTION NO. 753
A RESOLUTION PROVIDING FOR THE CONDEMNATION OF
CERTAIN REAL PROPERTY
Commissioner Hall made the motion that the City adopts Resolution No. 753. The
motion was seconded by Commissioner Dickey. Motion carried.
CHIEF OF POLICE REPORT/CHECK LOCKERS/
ATTEND COUNTY LAW ENFORCEMENT OFFICERS MEETING/
TRAINING ON NEW KANSAS LAW ENFORCEMENT REPORTING SYSTEM/
ATTENDED THE MULTI-DISCIPLINARY CHILD PROTECTIVE TEAM MEETING
Chief Blevins reported that Officer Schultz took Rambo to Chaparral and Harper Jr. High to check lockers. There were 4 alerts at Chaparral and none at Harper Jr. High.
He attended the Harper County Law Enforcement Officers Meeting. There was information exchanged between agencies. There was a debriefing on the hostage/barricaded suspect situation.
All officers received training on the new Kansas Law Enforcement Reporting System for criminal and traffic cases.
Attended the Multi-Disciplinary Child Protective Team Meeting.
CITY SUPERINTENDENT REPORT/VENTS FOR I.D. BUILDING/
MEETING FOR WATER PROJECT/ASBESTOS TESTING/PCB AUDIT/
NIMS TRAINING/SEASONAL SERVICE CHANGES/
MISS MEETING – GRANDSON’S STATE FOOTBALL GAME
Superintendent Sechler reported he had priced to install vents in the I. D. Building for 2 – 48’ X 48” adjustable vents at a cost of $3,376. The Commission discussed about getting additional Bids. The vents are needed to stop the condensation that is causing the building to rust.
Hopefully after meeting with EBH and Rural Development, the Water Project can get going again.
He met with Asbestos Testing Contractors for the buildings downtown. He said the Annual PCB Audit was completed.
He said there are some required NIMS Training Classes in December. These are FEMA Certification Classes. He found out he needed 3 other certifications before he can take these classes. These are required for FEMA funding. Police Department and Fire Department need to take training classes also.
He hopes to find time to have information for seasonal service changes for the trailer court.
He will miss next Monday’s Commission Meeting. His Grandson’s football team will be in the State Finals for the 2nd straight year.
ELECTRIC POLE BIDS
Bids were received for Electric Poles from McFarland Cascade, Baldwin Pole Co., and North Pacific. Commissioner Tedder made the motion that the City approves the low Bid from Baldwin Pole Co. For Class 5, 30’ poles at $135.00 each and for Class 4, 35’ poles at $203.00 each. The motion was seconded by Commissioner Hall. Motion carried.
PUBLIC HEARING
Mayor Muse closed the regular Commission Meeting and opened the Public Hearing at 9:00 a.m., for Dangerous Structure for 206 E. Main, owned by Jason Wooton and Lateith McVea.
The Mayor read the Findings of Fact and Order. Lateith McVea, owner was present and indicated that the structure would be made safe as ordered in 30 days. Chief Blevins asked that the opening in the back of the building be boarded up. McVea said this would be done today.
Commissioner Tedder made the motion that the City accepts the Findings of Fact and issue the Order that the structure be repaired, demolished or removed by December 28, 2009. The motion was seconded by Commissioner Hall. Motion carried.
The Mayor closed the Public Hearing and called the regular meeting back into session.
WATER DEPARTMENT IMPROVEMENTS
Don Hellar, EBH Engineer, presented an update on the Water Department Improvement Project. He, Grant Sechler and Don Heidrick met with Phil Fishburn of Midwest Assistance and Tom Finger of Rural Development.
From the meeting, it was determined that the minimum charge would remain $39-$42 at a maximum. This would include the adding of a nitrate removal plant and replacing of the Water line between the Harper Wells and Anthony. This would be accomplished by using loan money first and the rest by Grant money through Rural Development. This would amount to 5 ˝ million in loan money and 2 million of Grant money. EBH will proceed and prepare preliminary Engineer Reports for different items for the Improvement Projects.
GUN CLUB REQUEST
Sid Burkholder was present to request the Gun Club Lease with the City be extended for a Grant Application requirement. He indicated no berms or baffles had been developed yet as recommended by the Attorney’s letter this summer. He has plans to work on it this winter.
Commissioner Dickey made the motion that the City approves the extension of the Lease Agreement between the City and the Anthony Gun Club for one year. The motion was seconded by Commissioner Hall. Motion carried.
REMINDER - WORKSHOP
City Clerk Administrator reminded the City Commission about the Workshop scheduled at 4:00 p.m. with Fritz Casper of Carrothers Construction about the Swimming Pool Renovation Proposal.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hall. Motion carried.
