The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Howard Hatfield presiding and the following Commissioners present: Hammersmith, Hekel, Dickey and Williams. Absent: None. Also present were Don Heidrick, City Clerk/ Administrator; Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Kenny Hodson, and Larry Berry.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 11/27 CITY PAYROLL APPROVED

Claim Ordinance #5515 making appropriations for $481,843.69 for the payments of certain claims against the City of Anthony for appropriation ordinance and 11/27 City Payroll for $46,246.15 were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and 11/27 City Payroll were unanimously approved and claims ordered paid.

ELECTRIC PRODUCTION DEPARTMENT REPORT

Larry Berry, Power Plant Superintendent, reported on the work being done by his Department. The injectors on Unit #3 and Unit #2 have been rebuilt. Some of the crew has helped with projects in town. The heaters are all working well.

They will be running Unit #2 for some tests. They will be rebuilding injectors on Unit #1. They are starting Plant-wide clean-up.

They will start working on new gas meter project to be ready for the summer.

The consensus of the City Commission get the new meters through Atmos Energy.

FIRE DEPARTMENT CONTRIBUTION

Commissioner Hammersmith made the motion that the City contribute $700 toward the Fire Department Christmas Party. The motion was seconded by Commissioner Hekel. Motion carried.

FIRE CHIEF APPOINTED

Commissioner Hekel made the motion that the City re-appoint Kenny Hodson, Anthony Fire Chief. The motion was seconded by Commissioner Hammersmith. Motion carried.

LAKE LEASE NAME CHANGE

Commissioner Williams made the motion that the City as requested approve change for the name on the Lake Lease for 19 E to Elsie L. Fisher dropping June Obley's name. The motion was seconded by Commissioner Hekel. Motion carried.

BID FOR VISIONS FIRST ADDITION

SANITARY SEWER IMPROVEMENT

The bids were received for the Visions First Addition Sanitary Sewer Improvement Project.

Commissioner Hekel made the motion that the City accept the lowest bid of $48,428.00 from Mies Construction for the Sanitary Sewer Improvement Project Anthony Visions First Addition. The motion was seconded by Commissioner Hammersmith. Motion carried.

BOND ISSUES

The Commission discussed the bond issues proposed. An annexation ordinance needs to be adopted for the first Lake Road. The north tennis courts need to be renovated. Between $50,000 to $70,000 of sales tax money used for the street projects.

EMPLOYEES EVALUATION / COMPLAINT TO KCC FOR WELL DRILLING /

LOOK INTO NEW LIGHT POLES FOR DOWNTOWN / KANZA BANK SIDEWALK

Mayor asked about employees evaluation process. Mayor asked that KCC be contacted for the City to complain about the possible Salt Water Depository Well south of Harper. He asked the City of Harper be contacted. Continue process for looking into new street lighting poles for downtown. Sidewalk by Kanza Bank.

CHIEF OF POLICE REPORT / EMERGENCY ADMISSION FOR OBSERVATION AND TREATMENT / TASER GUN / CHRISTMAS DECORATIONS TAKEN / PARADE GOOD

Chief of Police Blevins reported welfare check turned into an application for emergency admission for observation and treatment. Individual taken into custody evaluated by Horizons Mental Health. Court appearance and transported to Larned State Hospital.

County Attorney purchased Taser gun for Police Department. Officers believe equipment will be asset to Department. Those who carry Taser will be trained and certified. Policy will be written.

Some Christmas decorations taken from Memorial Park. There was a good Christmas Parade.

CITY SUPERINTENDENT'S REPORT / CHRISTMAS LIGHTING /

NO CONTRACTS FOR SUNRISE / H2O GUYS TO MEET

City Superintendent Sechler reported the Christmas Lighting went well Friday. There was vandalism at Memorial Park. Lights damaged and water hydrants turned on.

No contract awarded for Sunrise Addition yet. Sunflower H2O group will meet this Tuesday at 6:00 P.M., at Medicine Lodge.

CITY CLERK/ADMINISTRATOR'S REPORT / RESOLUTION AND ORDINANCES FOR BOND ISSUES / QUIT CLAIM DEEDS / 2007 BUDGET AMENDING /

KPERS WORKSHOP / EXECUTIVE SESSION

City Clerk/Administrator Heidrick reported Resolution and Ordinances for bond issue taken to newspaper for publication. Quit claim Deeds ready for Croft and Bergman for Mayor to sign.

He will be working on amending 2007 Budget. He will attend KPERS informal meeting November 29 at Pratt.

He would like executive session.

EXECUTIVE SESSION

Mayor Hatfield made the motion that the City Commission go into executive session for 13 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Williams. Motion carried. At 9:22 A.M., the City Commission room was cleared with the City Superintendent, Chief of Police, and City Clerk/ Administrator remaining. At 9:35 A.M., the Mayor called the meeting back into regular session.

No decision was made.

DECORATIONS AT LAKE

Commissioner Williams said there was interest from Lake Leaseholders for having Christmas decorations at the Lake in the future with residents participating. Downtown decorations owned by Chamber. Lake Board will be contacted.

Commissioner Hekel made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
