The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Terry Stark, Kenny Hodson, J.D. Rhea, Don Reber, Brad Sherman, Don Hellar, Joe Wilcox, and Donna Crowe.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE
Claim Ordinance #5564 making appropriation for $74,752.21 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.
STREET DEPARTMENT REPORT
J. D. Rhea, Street Department Head reported they are finishing up with mowing. They are grading roads, helping with concrete work at the Lake and helped with roof at the Warrior Field. They appreciate the new truck.
WATER USAGE
Don Reber of the Forest Park Cemetery Board asked about some allowance on the large Water leak usage bill. It was 22,000 gallons for $80.88. The Commission was in agreement to just charge for the cost to process the water.
Mayor Hatfield said that in regard to the request for the Oak Street vacation, the Templin’s indicated the area to the east was owned by them, which was access to the property. More research will be needed.
CHAMBER REQUESTS
Gwen Warner of the Chamber asked if the City would help sponsor the house Christmas Light Decoration Contest again. She asked for the waiver of the Municipal Hall Rental Fee for the November 11, Veteran’s Day Program and the Arts and Crafts shows, November 8th and December 6th, sponsored by the Chamber.
Commissioner Hekel made the motion that the City provides Electric bill credit prizes of $200.00 for first place, $150.00 for second place and $100.00 for third place, for the Chamber Christmas House Light Decoration Contest and also wavier the Municipal Hall rental fees for the Arts and Crafts shows for November 8th and December 6th, and the Veteran’s Day Program, November 11th. The motion was seconded by Commissioner Dickey. Motion carried.
CITIZEN CONCERN
Brad Sherman was present to ask the Commission what their plan of action was with the large increase in electric rates. The Commission discussed that a rate study was being developed before any decision is made. Also, that Joe Wilcox has asked the Commission about developing a committee to study alternative sources for electric power. This will be done in the near future. The cost for developing alternative power would not be cheap.
WATER DEPARTMENT IMPROVEMENTS
Don Hellar of EBH discussed with Commission what Rural Development thoughts were regarding the requirements for acquiring a 25% grant. The City needs to do first phase of relocate to the north water tank, replacing the pipe to intersection of the south water wells and installing new tank in town for a total cost of $3,284,800 and also plan to continue with second phase removing nitrates and third phase replacing the concrete line if wanting to get a 25% grant. Rural Development would also want the Lake Budget separated from the Water Department Budget. The Commission was in agreement to proceed with the Application for a 25% Grant. Rural Development is available for assisting with the Budget.
BRAD SHERMAN RETURNS
Brad Sherman returns to report that they were working on a Government lease for the Farm Service Agency and said the Government will not allow any escalation in utility costs, so he was concerned about getting a lease renewal.
INTRODUCTION OF MARTHA MCDANIEL
City Clerk/ Administrator Heidrick introduced Martha McDaniel, new City employee who is taking the position that will be vacated when Juanita Patterson retires in December.
TO APPOINT COMMITTEE – REVIEW ALTERNATIVE ENERGY SOURCES
Joe Wilcox was present to ask about the progress of the City Commission in reviewing alternative energy sources. The City Commission discussed having a committee appointed. An ad will be put in the paper asking for people. Joe Wilcox has asked an alternative energy person to come and discuss the subject of alternative energy.
UTILITY TRUCK BED BIDS
Utility truck bids for the Water/Wastewater Department were received from Midwest Truck. A fiberglass bed is $10,166.00, and $5,545.00 for a steel bed; from Truck Parts and Equipment, $8,951 for a fiberglass bed and $6,167.00 for a steel bed, and from Kansas Truck Equipment, $7,478.00 for a steel bed. Bids will be reviewed by Superintendent Sechler and Department Head Stark.
FINDINGS OF FACT AND ORDER – 318 S. ANTHONY
Mayor Hatfield read Findings of Fact and Order addressed to Clark Property Management LLC, 608 N. Jennings, Anthony, Kansas regarding the abatement of Health Nuisance for the property at 318 S. Anthony. Commissioner Hekel made the motion that the City accepts the Findings of Fact and issues the Order to Clark Property Management LLC for the Health Nuisance abatement for its property at 318 S. Anthony. The motion was seconded by Commissioner Hammersmith. Motion carried.
FINDINGS OF FACT AND ORDER – 224 S. ANTHONY
Mayor Hatfield read Findings of Fact and Order addressed to Clark Property LLC, 608 N. Jennings, Anthony, KS regarding abatement of Health Nuisance for the property at 224 S. Anthony. Commissioner Hekel made the motion that the City accepts the Findings of Facts and issues the Order to Clark Property Management LLC for the abatement of Health Nuisance for its property at 224 S. Anthony. The motion was seconded by Commission Dickey. Motion carried.
FINDINGS OF FACT AND ORDER – 213 S. JENNINGS
Mayor Hatfield read Findings of Fact and Order addressed to Craig A. and Brenda Feist at 825 N. Anthony, Anthony, Kansas, regarding the abatement of Inoperable Vehicle Nuisance on their property at 213 S. Jennings. Commissioner Williams made the motion that the city accepts the Findings of Fact and issue the Order to Craig A. and Brenda Feist at 825 N. Anthony, Anthony, Kansas for the abatement of Inoperable Vehicle Nuisance on their property at 213 S. Jennings, Anthony, Kansas. The motion was seconded by Commissioner Hekel. Motion carried.

FIRE DEPARTMENT
Chief Hodson reported the heating system had been installed at the new Fire Department Building by Hazels. The new fire truck should be here in 14 days.
CREDIT CARD FOR CITY USE
Superintendent Sechler is willing to have his name on a credit card that would be used by the City. Commissioner Williams said a Resolution could be adopted and a copy may be available from the Credit Card Company.
CITY CLERK/ADMINISTRATOR REPORT/BOND ISSUE/CITY DATA FOR PLAN/I.D. BOARD TO MEET
City Clerk/Administrator has been working the paperwork for the Bond issue covering Wheatridge Drive/Vision’s Service/Tennis Court Projects. The Bergman’s have signed easements for the future sewer project. He is working on the City Data for the Harper County Multi-Jurisdictional Hazard Mitigation Plan. Industrial Development Board will meet at 12 noon.
WARRIOR FOOTBALL BANQUET REQUEST
Warrior Football Program has asked for the waiving of fees for Municipal Hall rental for November 14th for a Banquet. Commissioner Dickey made the motion that the City waiver the fee for Municipal Hall rental for November 14th to hold a Banquet. The motion was seconded by Commissioner Hekel. Motion carried.
LAMP POLES BILL
Bill Ogden of Timberline Tree Care called requesting payment of the 5 light poles for the Memorial Park. It had been reported that the City should not be purchasing before a Grant is approved. The City Commission was in agreement. Donna Crowe was present to answer questions.
CHIEF OF POLICE REPORT/CRIMINAL INVESTIGATION CLASS/DRUG PROGRAM/ARREST FOR DRUG POSSESSION/HALLOWEEN SAFETY PROGRAM/J-TURN VIOLATIONS/DOG COURT CASES
Officer Schultz and Houston attended a 2 day Investigation Class at Kansas Law Enforcement Center. Officer Schultz and Rambo presented a Drug Program at the Anthony Elementary School. Officer Schultz assisted the Probation Officer and made an arrest for possession of marijuana, paraphernalia and minor in possession of liquor.
He presented a Halloween Safety Program to Blessed Beginnings Pre-school classes.
Commissioner Hekel asked about J-turn violations. Medicine Lodge and Attica have signs posted. Chief Blevins will research. Anthony may be covered in Standard Traffic Ordinance. He also asked about fees for Dog Court Cases. There was discussion about progressive increase with reoccurrence.
CITY SUPERINTENDENT REPORT/FISHING DOCK/WATERSHED MEETING/KMEG/ KMGA MEETING/RATE STUDY/ALFALFA ELECTRIC CONTRACT/LAKE SEPTIC SYSTEM
Fishing Dock is complete except for the fish cleaning station. Concrete parking pod and sidewalk has been poured.
KDHE Watershed Staff will be here for meeting on November 3rd from 3-5 p.m.
He, Larry Berry and Steve Wilkinson will attend KMEA and KMGA Meeting and KMU Board of Directors Meeting in Wichita, Thursday and Friday.
Will meet with John Haas, Tuesday, November 4th on the rate study.
He has contacted Alfalfa Electric and Western Farmers about the Electric bumps.
He presented information about cost of another Lake septic system.
EXECUTIVE SESSION
Mayor Hatfield made the motion that the City Commission go into Executive Session for 10 minutes to discuss non-elected personnel. The motion was seconded by Commissioner Dickey. Motion carried. At 11:45 a.m. the City Commission room was cleared with Chief Blevins, Superintendent Sechler, and City Clerk/Administrator Heidrick remaining. At 11:55 a.m. the Mayor called the meeting back into regular session. There were no decisions made.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
