The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Dickey, Hammersmith, Hall, and Tedder. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Shawn Catlin, Betty Marchant, Mike Lanie, Kenny Hodson, Donna and Kent Wilson
Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Tedder. Motion carried.
APPROPRIATION ORDINANCE and 11/10/09 PAYROLL APPROVED
Claim Ordinance #5616 making appropriation for $154,125.81 for the payment of certain claims against the City of Anthony for appropriation ordinance and $45,956.21 for 11/10 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
RESOLUTION NO. 752
A RESOLUTION CONSENTING TO PARTICIPATE IN A KANSAS ENTERPRISE ZONE NONMETROPOLITAN REGION AND CONFIRMING SUPPORT FOR THE QUALIFYING REGIONAL STRATEGIC PLAN AND REQUESTING THAT THE SECRETARY OF COMMERCE APPROVE THE COUNTY OF HARPER AS A KANSAS ENTERPRISE ZONE DESIGNATED NONMETROPOLITAN BUSINESS REGION.
Mike Lanie, County Economic Development Director explained Resolution No. 752; the City consenting to renew its participation in the Kansas Enterprise Zone Program. Mayor Muse made the motion that the City approves Resolution No. 752. The motion was seconded by Commissioner Hammersmith. Motion carried.
FIRE CHIEF REPORT – GRASS RIG FIRE TRUCK
Fire Chief Hodson reported that there would be $4500 left over from the Rural Development Grant and would like to purchase a new tank and pump for the new Grass Rig Truck using the $4500 left over and adding $2200 from Municipal Equipment Fund and/or revenue received from the sale of the old rig, pump and tank.
Commissioner Hall made the motion that the Fire Department purchase a new tank and pump for the new Fire Truck Grass Rig using the left over money from the rural Development Grant and Municipal Equipment fund and/or the revenue from the sale of the old rig, pump and tank. The motion was seconded by Commissioner Hammersmith. Motion carried.
Fire Chief Hodson reminded the Commission that the Fireman Christmas Party is December 5th.
POLICE CHIEF REPORT/VALUE OF 2001 CROWN VICTORIA/USE 2003 K-9 CAR FOR TRADE/RETIRE RAMBO/RELEASE FORM
Chief Blevins reported on the Kelly Blue Book Value of the 2001 Ford Crown Victoria, if it was to replace the current Airport Courtesy Car, which could possibly be reimbursed by the Airport Fund. He would trade in the K-9 car which is a 2003 model for a new Police Car.
They plan to retire Rambo the 1st of December. He talked to Jim Forsyth about developing a release form to waiver liability for the City that Officer Schultz would need to sign if he is allowed to keep Rambo.
Chief Blevins would like to have an Executive Session regarding the matter.
Officer Schultz will take Rambo to the Anthony Junior High on Friday.
TRAILER COURT CHARGE
Betty Marchant asked the City Commission for a reduction in the utility charge for the Trailer Court. They are losing money during the winter and may have to close down. The City Commission decided after lengthy discussion to look at possible use of seasonal rates.
FENCE REPAIRS FOR WASTEWATER PLANT
City Superintendent Sechler presented Bids for fence repairs at the Wastewater Plant. The fence was damaged during the April 26, 2009 flooding. FEMA will pay for these repairs.
Kansas Fence Company’s Bid is $9512. American Fence Company’s Bid is $6543. Commissioner Tedder made the motion that the City accepts the Bid from American Fence Company for repairing the fence damaged by the April 26, 2009 flood at the Wastewater Plant. The motion was seconded by Commissioner Hall. Motion carried.
CITY SUPERINTENDENT REPORT/SURVEYS/CONCRETE FOR BAR SCREEN/LAKE SEPTIC SYSTEM/SEWER MAIN CLEANING/STREET DEPARTMENT GRADING ROADS/2ND STREET/SUNRISE STREET LIGHT/ELECTRIC POWER SUPPLY/KMU BOARD MEETING
Superintendent Sechler received surveys Friday that were needed. He will be checking them over. One was delivered to the City Attorney.
The concrete for the Bar Screen was poured at the Wastewater Plant.
Water/Wastewater Department with help of the Power Plant staff, worked on the Lake Septic System. They plan to work on the pump line next week. They have been doing routine Sewer main cleaning.
The Street Department has been grading roads and doing improvements on 2nd Street.
Street lights for Sunrise Addition have arrived.
Mayor Muse asked about the Electric Power Supply Study. They have received information from KEMA and KPP. They have gotten back with Western Farmers.
He is attending the KMU Board of Directors Meeting.
CITY CLERK/ADMINISTRATOR REPORT/KEVIN COWAN CID PROGRAM/
POOL RENOVATION/I. D.BOARD MEETING/TAX MONEY/
URGENT NEED GRANT/CHRISTMAS PARTY
City Clerk/Administrator Heidrick reported Kevin Cowan of Gilmore and Bell will meet with City Commission and Downtown Rebuilding Committee on Wednesday at the Smokehouse about the CID Program.
The Work Session with Fritz Caspar of Carothers Construction is set for Monday, November 16th at 4:00 p.m. to go over the Study covering pool renovations.
Industrial Development Board is to meet at 12:00 noon, Monday at Smokehouse.
City received $12,695 in tax money from the County.
We haven’t heard anything regarding the Urgent Need Grant.
Christmas Party is scheduled for Friday December 11, at the Municipal Hall at 6:30 p.m. The Commission was in agreement to have it at the Municipal Hall and have it catered. Cheryl Starks will be contacted about catering it.
The City is eligible for Flood Insurance now.
VETERAN’S HOLIDAY – CITY HOLIDAY
Commissioner Hall asked about the Veteran’s Day Holiday previously dropped by the City. Administrator Heidrick reported that an employee vote was held resulting in having the day after Thanksgiving as a Holiday and drop Veteran’s Day as a Holiday.
Commissioner Hall said he would like to have Veteran’s day Holiday re-enacted for the City, and still have the day after Thanksgiving as a Holiday. The Commission was in agreement.
Commissioner Hall made the motion that the City designates Veteran’s Day, Wednesday, November 11, 2009 as a City Holiday and adopts a Resolution to designate Veteran’s Day as an Annual City Holiday. The motion was seconded by Commissioner Dickey. Motion carried.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hall. Motion carried.
