The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; J.D. Rhea, Ron Poor, Kenny Hodson, Jennifer Clark and 3 class members, and Jim Forsyth.
The minutes of the previous meeting were approved.
City Superintendent Grant Sechler reported to the City Commission that Gordon Gray, Water/Wastewater Department Head, had died last night after a long illness with cancer. He was a great Department Head and friend.
STREET DEPARTMENT REPORT / MOWING / STREET SWEEPING / TREE TRIMMING /
LAKE DITCH WORK / PAINT CROSSWALK AND PARKING STALLS /
CLEAN-UP ON SOUTH PENN / DUMP TRUCK STATUS
J.D. Rhea, Street Department Head, gave report on activities of the Street Department. The Department has continued with mowing. They are doing street sweeping and trimming trees over streets for clearance.
They will be doing ditch work at the Lake, painting crosswalks and parking stalls, crack filling and looking to the clean-up on South Penn.
They have not heard on status of new dump truck delivery.
TRANSIENT GUEST TAX
Ron Poor, Chairperson for the Transient Guest Tax Committee, reported that the committee is recommending the funding for the cost of repainting the silhouettes west of town that have been placed in a field, as requested by the Tourism Committee.
The committee also has recommended the funding of $4,000 for a disc golf course at Anthony Lake as requested by James Guy. It is an innovative project and activity.
Mayor Hatfield made the motion that the City approve the recommendation of the Transient Guest Committee for the funding of $250 for the cost to repaint the field silhouettes west of town. The motion was seconded by Commissioner Hammersmith. Motion carried.
Commissioner Williams made the motion that the City approve the recommendation for funding of $4,000 from the Transient Guest Tax Fund for the disc golf project at Anthony Lake to be matching funds from other fundings to be received given a one year time limit. The motion was seconded by Commissioner Hekel. Motion carried.
COMMISSION CONCERN ABOUT THE ROUGH SURFACE
ON MAIN STREET AFTER PROJECT HAS BEEN COMPLETED
The City Commission discussed the payment to Inland for the resurfacing work they had done on Main Street. The City, EBH engineers, and the company have met about the rough surfaces that are there now. Inland Company said they will correct the problem areas in the next week or two. Final payment to Inland will be held back until a review of the contract is made, and street corrections made.
PUBLIC NOTICE FOR NUMBERING
HOUSES AND BUILDINGS
Notice will be placed in the paper stating the requirements for placing of numbers on buildings and residences.
Commissioner Williams made the motion that the City have notices placed in The Anthony Republican to explain requirements of placing address numbers on residences and buildings. The motion was seconded by Commissioner Hekel. Motion carried.
EXECUTIVE SESSION
Mayor Hatfield made the motion that the City Commission go into executive session with Jim Forsyth, City Attorney, for 20 minutes to discuss matters that would be deemed privileged in an attorney-client relationship with the City Superintendent, Chief of Police and City Clerk/Administrator present. The motion was seconded by Commissioner Hekel. Motion carried. At 9:03 A.M. the City Commission room was cleared with Jim Forsyth, City Attorney; City Superintendent, Chief of Police, and City Clerk/Administrator remaining. At 9:23 A.M., the Mayor called the meeting back into regular session.
No decision was made.
ORDER FOR PROPERTY CLEAN-UP APPROVED AND SIGNED
Public Health Officer Hodson presented Order to approve for property clean-up at 721 North Anthony.
Commissioner Williams made the motion to authorize the Mayor to sign an Order for property clean-up for 721 North Anthony. The motion was seconded by Commissioner Hekel. Motion carried.
PIGEONS / OLD FRAZIER BUILDING
Officer Hodson reported that placement of cages to trap pigeons had been unsuccessful. Other ways of getting rid of pigeons will be reviewed.
He reported the old Frazier Building is in worse condition now after a recent examination.
APPROPRIATION ORDINANCES AND 10/17 CITY PAYROLL APPROVED
Claim Ordinance #5459 making appropriations for the payments of certain claims against the City of Anthony in the sum of $212,545.41 and Claim Ordinance #5460 making appropriations for the payments of certain claims against the City of Anthony in the sum of $158,641.78 and 10/17 City Payroll for $43,898.46 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinances and 10/17 City Payroll were unanimously approved and claims ordered paid.

RECERTIFICATION FOR OFFICER SCHULTZ AND RAMBO /
BIKE SAFETY PROGRAM / MUNICIPAL HALL TO BE OPEN ON WEEKENDS FOR WALKERS/
Chief of Police Blevins reported that the Department was involved with the Fall Turkey Fest. Meth Lab was displayed by Officer Moore and Officer Schultz had Rambo at the Fire Station.
Officer Schultz assisted Harper Police Department on a search warrant with Rambo.
There was domestic disturbance on South Penn., and disturbance on South Kansas. Two people taken into custody from South Kansas for battery, disorderly conduct and possession of marijuana and drug paraphernalia.
Officer Schultz and Rambo went to Tulsa for recertification.
Officer Hodson presented bicycle safety to a Boy Scouts pack.
Municipal Hall will be opened now on weekends for walkers.
OUT-OF-STATE TAG VEHICLES
The Commissioners and Chief of Police Blevins discussed the issue of out-of-state tagged vehicles parked in Anthony.
Requesting an Attorney General's opinion on the issue was discussed. Commissioner Williams will research to see if there has been an Attorney General's opinion made already.
NOTIFICATION TO FRIENDSHIP MEALS
Out of courtesy, notification will be given to Friendship Meals of any renting of the Municipal Hall Auditorium during the day.
RED RIBBON WEEK CAMPAIGN
Jennifer Clark and members of her class were present to request the Mayor sign a proclamation to declare October 23 to October 31 Red Ribbon Week in Anthony to urge all citizens to join the week's activities and to work all year long to protect our community from the dangers of alcohol and other drugs.
Commissioner Williams made the motion that the Mayor be authorized to sign a Red Ribbon Week Proclamation to declare October 23 to October 31, Red Ribbon Week in Anthony. The motion was seconded by Commissioner Hekel. Motion carried.
SCHOOL BOARD MEETING – NORTH SPRINGFIELD PROPERTY
Mayor reported he and Commissioner Koeppen attended the last School Board meeting. There had been some miscommunication. The Board rescinded their action to sell the School District property on North Springfield and will work on an agreement to provide the property to the City for recreation purposes.

City Superintendent Sechler reported that he will be working on City vehicle list to be advertised for sale of old vehicles in the newspaper.
Advertisement for bids for Lake bench and lighting project will be in this week's paper.
EBH, Commissioner Koeppen, and he attended meeting with Inland Contractors about correcting dips and bumps on Main.
Commissioner Koeppen, EBH and he met with KDOT Committee on Geometric Application for East Main.
He received letter from Allen Grunder, Area Engineer for KDOT, about new process for KDOT to discuss highway issues for this area.
Bids Requests for backhoe and loader will go out this week.
Contractors will start on Airport terminal this week.
CITY CLERK/ADMINISTRATOR'S REPORT / COUNCIL ON AGING MEETING /
AUDIT BILL / LEAGUE CONFERENCE / SEPTEMBER BOOKKEEPING COMPLETE
City Clerk/Administrator Heidrick reported that he will be meeting with Connie Shellhammer, director of Council on Aging Office, on October 26th about costs and feasibility of merging taxi transportation service with the Council on Aging transportation services.
He will be checking with the City Attorney about the amount of the audit bill from Swindoll, Janzen, Hawk and Loyd.
He appreciated the opportunity to attend the League of Kansas Municipal Meeting Conference.
Angie Hartman has completed the September bookkeeping reports.
SUNFLOWER RC&D H2O PROJECT
A letter was received from Sunflower RC&D about the next H2O area meeting, Tuesday night in Medicine Lodge. It was discussed about Superintendent Sechler attending.
EXECUTIVE SESSION
Mayor Hatfield made the motion that the City Commission go into executive session for 50 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Williams. Motion carried. At 11:10 A.M., the City Commission room was cleared with the City Superintendent, and City Clerk/ Administrator remaining. Superintendent Sechler left the session at 11:18 A.M. At 12 Noon, the Mayor called the meeting back into regular session.
Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
