The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican; and Steve Wilkinson.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 10/03 CITY PAYROLL APPROVED

Claim Ordinance #5458 making appropriations for the payments of certain claims against the City of Anthony in the sum of $54,542.61 for appropriation ordinance and 10/3 City Payroll for $45,382.11 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 10/03 City Payroll were unanimously approved and claims ordered paid.

ELECTRIC DISTRIBUTION DEPARTMENT REPORT

Steve Wilkinson, Electric Distribution Department Head, reported on the activities of his Department. They have been working with contractor on project #3 Power Plant switch over and project #6. Contractors are gone. They left last Wednesday and they will finish projects taking old poles out and rolling up wire.

They will work on incoming transmission line this week. On the 4th, Alfalfa will be working on regulators at the same time. Power Plant will generate while the work is being done on the lines.

They participated in C.O.W. Days at Airport on Friday. New truck has more power and the teeth work o.k. now.

Christmas Decorations need to be checked out by Chamber and six poles need to be replaced at intersections for Christmas decorations.

Commissioner Williams asked about electric outlet at Bluff and Main.

Steve Wilkinson expressed appreciation for KEC Workshops. He would like to keep them.

City is looking for other safety workshops for the departments.

HOSPITAL FOUNDATION REQUESTS WAIVER OF FEES FOR USE OF MUNICIPAL HALL

Hospital Foundation plans to host fundraiser dinner in December. They would like the City to waive fee.

Mayor made the motion that the City waive all fees for use for a dinner fundraiser of the Municipal Hall by the Hospital Foundation in December. The motion was seconded by Commissioner Koeppen. Motion carried.

MEETING WITH KDOT

City Clerk/Administrator Heidrick, Commissioners Bob Hekel and Roger Koeppen and Mayor Hatfield met with Stacy Dove and John Herrick of KDOT, and Connie Shellhammer of Council on Aging. KDOT wants the City to merge with Harper Council on Aging with idea of improving operation.

A number of questions need to be answered. City has dispatch and County has answering service with cell phone. Question of a county dispatcher – where it could be placed? And what about additional match needed. How much from City? If Anthony is to maintain taxi service under merger, what will Attica and Harper think? FTA is indicating they want service under one entity. KDOT will require Anthony to increase hours for 8 to 5 service.

City Clerk/Administrator will meet with Connie Shellhammer of Council on Aging.

CITY SUPERINTENDENT'S REPORT / FEMA / KDOT COMMITTEE /

AIRPORT PRE-CONSTRUCTION MEETING / COLOR SELECTED

City Superintendent Sechler reported that FEMA representatives will be here tomorrow. Costs and credit need to be figured to submit for more FEMA funding. City has over run estimate, which is understandable to FEMA. On final submittal all expense needs to be figured. There is no going back for another submittal.

A KDOT Committee will be here Thursday, October 5th, to look at City request for the next Geometric Project, Curb and Gutter, Handicap Ramps from Springfield to 1st Street.

The pre-construction meting for the Airport Terminal Building was last week. Possible start date is October 9th. Colors for the building were given to City Commission to select color. Colors will be white with blue trim.

He presented bid specs for dump bed for review.

POSSIBLE RENTAL OF MAINTENANCE HANGAR

Mayor Hatfield discussed rental of maintenance hanger to Prairie Belting for storage. This will be looked into.

CITY COMMISSIONERS COMMENTS

-Main Street condition was discussed. EBH will be contacted.

-Dollar General property condition was discussed. The City is to send letter to Corporate Office.

CHIEF OF POLICE REPORT / CHIEF OF POLICE CONFERENCE /

KHP REPORTING SYSTEM

Chief of Police Blevins reported that he had attended Kansas Association of Chiefs of Police conference in Great Bend. Training covered several good topics.

Kenny Hodson attended a training course on adopting the KHP automated Field Reporting System.

-Commission discussed having Police Chief's car with Emergency lights and markings. Chief will have it done.

ACQUIRED RAILROAD RIGHT-OF-WAY

Commissioner Williams questioned the quiet title petition for the City acquired railroad right-of-way land owners of the property prior to railroad access are not listed in the petition. City Attorney will be contacted.

CITY COMMISSIONERS COMMENTS

-Mayor was concerned about the safety at the old Garvey Elevator location which is being torn down by Hi-Grade Sand.

LEGISLATORS DAY AT FRIENDSHIP MEALS

City Clerk/Administrator Heidrick reported that audit reports have been sent to bond holders and KDHE for the Wastewater Revolving Loan.

Transient Guest Tax Committee will have meeting, Wednesday, October 4, at 5:00 P.M., at Edward Jones Office.

City is on School Board meeting agenda for 7:30 P.M., on October 9th, at School Board meeting Room.

He attended Anthony Community Care Board meeting last Wednesday. They plan to pay another $10,000 on the new loan soon. The center has been maintaining a full or close to full capacity.

Sherri Miller has worked on liens for properties for cost of clean-up, who did not pay the City.

Industrial Development Board meeting was cancelled.

Need to have reservations in for Legislators Day at Friendship Meals, for Oct. 11.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.

There will not be a City Commission meeting October 9, because three Commissioners will attend the Kansas League of Municipalities Annual Conference.
