The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hammersmith, Dickey, and Williams. Absent: Hekel. Also present were Don Heidrick, City Clerk/ Administrator; Grant K. Sechler Jr., City Superintendent; Kenny Hodson, Deputy Chief of Police; Amber Schmitz of The Anthony Republican; Steve Wilkinson, Major Weiss, Jerry Turner, Terry Stark, John Haas, and Joey Duhon.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5510 making appropriations for $224,319.47 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.
ELECTRIC DISTRIBUTION DEPARTMENT REPORT
Steve Wilkinson, Electric Distribution Department Head, gave a report on the work being done by the Electric Distribution Department.
They are still working on Prairie Belting, need to make up the ends and energize the line.
Worked on storm damage. They had several different outages from tree limbs or wind.
A semi hit a street light pole at Lawrence and Main on the NE corner. It took out 4 cement poles.
Going to rebuild line along Vermont Street and put street light at Spring and Vermont.
Tree trimmers will begin in town by Thursday.
Mayor discussed the possibility of placing underground wired street lights for Main Street. These would be with the old style light pole. How to hang Christmas decorations would have to be determined along with the sound system. Grants would be possibility and researched for funding.
CHAPARRAL WRESTLING CLUB
Joey Duhon was present to request the use of the Municipal Hall for the Chaparral Wrestling Club. The Club has been having the practices at Harper but 75% of the participants are from Anthony. They would use the stage area. Insurance coverage would include the City of Anthony named on their insurance.
Commissioner Williams made the motion to allow the Chaparral Wrestling Club to use the Municipal Hall from November to March, with waiver of rental fee. The motion was seconded by Commissioner Dickey. Motion carried.
MOTEL UTILITY DEPOSIT /UTILITY CHARGE ADJUSTMENTS
Major Weiss, representing the group investing in the former Tradewinds Building, was present to request the lowering of the utility deposit of $5,000. The fee was based on a number of factors, including no credit established, using of the two average highest bills of the former owners. There was question of what was meant as the two average highest bills. It was determined a Resolution had been adopted for setting the fee. After further discussion, Major Weiss was in agreement to pay $3,000 for the utility deposit fee.
There was also discussion of the adjustments that are allowed for utility bill charges as an economic incentive.
The Mayor asked that the Anthony Industrial Development Board be contacted to confirm their recommendation for any adjustments.
WATER/WASTEWATER DEPARTMENT REQUESTS
Terry Stark, Water/Wastewater Department Head, presented information for a new pump to replace #3 pump at water storage tank with a Lee Mathews bid of $14,416. Lee Mathews was the only responding bid received.
Commissioner Hammersmith made the motion that the City accept the bid of $14,416 from Lee Mathews for a new pump to replace pump #3 at the water storage tank. The motion was seconded by Commissioner Dickey. Motion carried.
Terry Stark presented information on bids for alarms and telemetry for the Water and Wastewater systems.
Telemetry Systems bids were $98,220 from Automatic and Control Technologies and $51,300 from Comm-Tronix. He recommended the bid from Comm-Tronix. With the telemetry systems they would like to monitor chlorine at wells and GPM through the wells and water storage tank. This can be done by adding a chlorine analyzer and converting the existing analog GPM meters to digital meters with 420 MP output. Cost to convert $7,650.00.
Commissioner Hammersmith made the motion that the City purchase the telemetry system from Comm-Tronix for $51,300, and converting the water meters for $7,650 and chlorine analyzer for $3,000. The motion was seconded by Commissioner Williams. Motion carried.
BOND PROPOSALS
John Haas of Ranson Municipal Consultants presented information about financing projects for the City. There was the Wheatridge street, West Washington, Tennis Courts, the Lake Road, Building Demolition and Sewer Line to the Housing Development. After much discussion, the City would proceed with the street for Wheatridge, the West Washington, the Tennis Courts, leaving the Lake Road for now, leaving out the Building Demolition and having a lease/purchase with the Water Department, and still check on the KDHE Revolving loan for the sewer line to Wheatridge.
DEPUTY CHIEF OF POLICE REPORT / CAR SOLD / RAMBO CHECK
Chief of Police Blevins reported the 2002 Escape was sold by auction, Friday, for $8,700.
Officer Schultz and Rambo checked several vehicles at Chaparral High School. Rambo alerted on 5 vehicles. No narcotics were located. Beer and cigarettes, not supposed to be on campus, were found.
FIRE DEPARTMENT
The Mayor talked about the need to have the floor for the new Fire Department Building be layed by a contractor. Cost estimates will be obtained.
CITY SUPERINTENDENT'S REPORT / TREE TRIMMING / LIGHT POLES / AIRPORT PROJECT PRE-CON MEETING / MAIN STREET / EXECUTIVE SESSION / DEANNEXATION
City Superintendent Sechler reported that Solida & Sons will be trimming trees on Thursday.
A truck ran over one of the City's concrete light poles late Saturday night. It broke 4 poles.
The Airport Runway Crack Sealing Project Pre-Con meeting is scheduled for 8:00 A.M., in the Commission Room, Tuesday.
He has been in contact with KMU about Safety meetings for City employees. The KMEA Program cost went up again this year. He and Department Heads will be looking at this program and costs. The Mayor thought there would be other groups.
He spoke to EBH on the spots on Main Street that contractor was supposed to seal. EBH will contact her and tell her, we will go against bond if it doesn't get done soon.
Rain and storm delayed silt pond project.
He would like executive session for non-elected personnel.
He will continue to research deannexation procedures for the property East of town, Mike Anderson wants to purchase. The Commission will wait until Bob Hekel is back before deciding.
CITY CLERK/ADMINISTRATOR'S REPORT / PRIORITY LIST / ING REPRESENTATIVE / TRANSPORTATION MEETING
City Clerk/Administrator Heidrick presented information about the priority list for City projects. The Commission will need to prioritize.
ING Representative will be here Wednesday to update the employees on their retirement plans.
He will attend Transportation meeting on Thursday in Hutchinson.
EXECUTIVE SESSION
Mayor Hatfield made the motion that the City Commission go into executive session for 10 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Dickey. Motion carried. At 11:50 A.M., the City Commission room was cleared with the City Superintendent, Deputy Chief of Police, and City Clerk/ Administrator remaining. At 12:00 Noon, the Mayor called the meeting back into regular session.

Mayor Hatfield made the motion that the City Commission go into executive session for 5 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Dickey. Motion carried. At 12:00 Noon, the City Commission room was cleared with the City Superintendent, Deputy Chief of Police, and City Clerk/ Administrator remaining. At 12:05 P.M., the Mayor called the meeting back into regular session.
PUBLIC INFORMATIONAL MEETING
The Mayor reminded the City Commission of the Public Informational meeting Monday night on the mandatory curbside trash pick-up proposal at 7:00 P.M., at Municipal Hall.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
