The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Kenny Hodson, and Jim Jackson.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5461 making appropriations for the payments of certain claims against the City of Anthony in the sum of $279,415.95 for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance was unanimously approved and claims ordered paid.
KANSAS ENTERPRISE ZONE
Jim Jackson of the Harper County Economic Development told of a program the State of Kansas provides to industries that will allow $1,500 tax credit per new job, two per year. He invited the City Commission to a county-wide meeting at Harper Industries at 7:00 P.M., on November 2.
FRAZIER BUILDING UPDATE, FIRE DEPARTMENT REQUEST AND BUILDING UPDATE
Kenny Hodson presented a video and pictures of the Frazier Building showing how the structural damage has progressed. All were in agreement the building and surroundings are unsafe.
Mayor Hatfield made the motion to order the Public Health Officer to work with the City Superintendent to barricade the old Frazier Building at 309 West Main because of immediate danger to the public under City Code 7-512. The motion was seconded by Commissioner Hekel. Motion carried.
Fire Chief Hodson made a request for $700 for the Firemen's Christmas party. Commissioner Hammersmith made the motion to give the Fire Department $700 for their Christmas party. The motion was seconded by Commissioner Hekel. Motion carried.
Fire Chief Hodson presented a Municipal Hall Rental application for the Firemen's Christmas party for approval. Mayor Hatfield made the motion to allow the use of the Municipal Hall on December 2 per contract and waive all fees. The motion was seconded by Commissioner Hekel. Motion carried.
Fire Chief Hodson briefly discussed financing of a new building. Mayor Hatfield asked Kenny to provide a step by step plan of financing for the Commission to review on November 13.
CHIEF OF POLICE REPORT
Chief of Police Blevins got the markings put on his car and the pickup. They finger printed 15-20 children as a part of the Woman's Fair at the Municipal Hall.
Commissioner Hekel inquired for a citizen about the fifth wheel trailer on Sherman and Springfield. Will ask them to move it back or trim back the trees. He is getting a drawing and cost estimate for materials for a garage.
CITY SUPERINTENDENT'S REPORT
City Superintendent Sechler reported the contractor started on the Airport Terminal building hoping to be able to run concrete this week.
Darrin Meseke has given his two-week notice. He has accepted a position with Westar Energy in Lawrence, KS.
Contact will be made with Inland Construction to see when they plan to finish the KLINK Project. Had another leak in the 10-inch water main to the Power Plant. They will be getting estimates to replace the line in stages. Commissioner Hekel had been asked about the Gun Club roof. Superintendent Sechler had figures for the materials and needs to go out for bids on the labor. Commissioner Hekel reported seeing things dumped at the burn site that didn't belong. A new sign will be made.
NOTICE AND CONSENT FOR JIM FORSYTH
Commissioner Williams made the motion to approve the Notice and Consent for Jim Forsyth to work on the contract with USD for North Springfield property. The motion was seconded by Commissioner Hammersmith. Motion carried.
DOLLAR GENERAL / ORDINANCE NO. G-2738 / CHRISTMAS PARTY /
STAGE AND HALL RENTAL COMMITTEE
A letter is being sent to the Dollar General corporate office to make them aware of the problems inside and outside of the store. Pictures and copies of the mowing letters will be attached.
Ordinance No. G-2738 was discussed. The numbers need to be on the street side of the address they are using. Addresses being used that are for the wrong side of the street will be changed.
December 8 has been reserved at the Municipal Hall for the City Christmas party.
Mayor Hatfield had an individual contact him about an idea for the Municipal Hall. He indicated a desire to form a group or committee to look at promoting the hall for dances, show events, etc. The Mayor would like to see the Lake stage also included. A five member committee will be formed.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
