The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Dickey, Hammersmith, Hall, and Tedder. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Cynthia Clark, Shawn Catlin, John Gaffney, Mitchell Hall, Ron Poor, Mike Lanie, Derrick and Jackie Keim.

Mike McAbee, Pastor of the Assembly of God Church gave the Invocation.

Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Hammersmith. Motion carried.

APPROPRIATION ORDINANCE and 10/27/09 PAYROLL APPROVED

Claim Ordinance #5614 making appropriation for $273,373.38 for the payment of certain claims against the City of Anthony for appropriation ordinance and $45,335.91 for 10/27 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.

TRANSIENT GUEST TAX FUND COMMITTEE RECOMMENDATION

Ron Poor, Transient Guest Tax Fund Committee Chairperson, presented the Committee’s recommendation that the City approves the funding from Transient Guest Tax Fund to promote the Chamber’s Candy Cane Cash promotion for $2,000. Commissioner Hammersmith made the motion that the City funds the Chamber’s request as recommended by the Transient Guest Tax Fund Committee. The motion was seconded by Mayor Muse. Motion carried.

DOWNTOWN REBUILDING COMMITTEE REPORT

Mike Lanie, Mitchell Hall and Ron Poor of the Downtown Rebuilding Committee presented a plan to begin rebuilding the downtown rising financing through a CID.

Commissioner Tedder made the motion that the City approves the plan as proposed by the Downtown Rebuilding Committee with a 5 member Anthony Economic Development Council, as a 501(3) (c) organization being appointed by the City Commission. The motion was seconded by Commissioner Hall. Motion carried.

DECORATION CONTEST

Gwen Warner, representing the Chamber of Commerce requested that the City provides 5-$100 credit amounts towards Electric Utility Bills as prizes to businesses for winners in a Christmas Decoration Contest.

Mayor Muse made the motion that the City approves the Chamber’s request. The motion was seconded by Commissioner Dickey. Motion carried.

APPLICATIONS FOR MUNICIPAL HALL RENTAL

Commissioner Hall made the motion that the City approves the Application to rent Municipal Hall and the Alcohol Consumption Exemption for the 1979 Chaparral Class Reunion for November 28, 2009, and the Application to rent Municipal Hall and Alcohol Consumption Exemption with Waiver of Fee for Quails Unlimited Fund Raising Banquet for November 13, 2009. The motion was seconded by Commissioner Tedder. Motion carried.

RECREATION COMMISSION APPOINTMENT

Commissioner Tedder made the motion that the City approves the appointment of Kristin Mayo to the Anthony Recreation Commission. The motion was seconded by Mayor Muse. Motion carried.

CHIEF OF POLICE REPORT/UNDERAGE DRINKING SEMINAR/HALLOWEEN/

OFFICER ASSIGNED

Chief Blevins reported that he and Commission Tedder attended the Underage Drinking Seminar-Training in Wellington presented by Assistant Attorney General Karen Wittman. It was a very informative Seminar.

Getting ready for Halloween. The Spook Parade will be held Saturday evening at 5:30 p.m. on Main Street.

There will be an Officer assigned to the Downtown area destroyed by fire.

CITY CLERK/ADMINISTRATOR REPORT/SALES TAX OPTIONS/

FLAGS AT ANTHONY COMMUNITY CARE CENTER

The City Clerk/Administrator reported that it might be good for John Haas and Kevin Cowan to come and discuss the Sales Tax Options. He would contact them.

Bob Hekel was in and asked about the City supplying Flags for the Anthony Community Care Center. Bob does volunteer work at the Center. The City Commission discussed concerns about providing Flags, especially if the requests increase with other businesses. For now, it was the feeling that the Center should be able to afford a $20 Flag.

CITY SUPERINTENDENT REPORT/PRESCRIPTION DRUG DISCOUNT CARD/ATTORNEY MEETING/WASTEWATER PROJECT AT PLANT/

LAND TO BE SURVEYED/GARFIELD LIFT STATION

He provided information on Prescription Drug Discount Cards. He has not reviewed it completely. He was tied up with an Attorney most of Friday afternoon regarding the Garfield Lift Station.

Should be getting information from KMEA and KPP. Greg Wilson will be reviewing it.

Concrete will be poured at the Wastewater Plant. Need heated equipment, explosion proof for equipment room.

He has checked with Mike Aldritt about land that the City needs to be surveyed.

GRANT DISCUSSION

John Gaffney and Derrick and Jackie Keim asked about the status of the Urgent Need Grant Application. Donna Crowe said it should be sent in Friday.

Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hall. Motion carried.
