The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Terry Stark, Tom McKnight, Linda Aggson, Donna Crowe, Tami Greve, Kenny Hodson, and John Haas.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE and 10/28/08 PAYROLL APPROVED
Claim Ordinance #5563 making appropriation for $137,936.28 for the payments of certain claims against the City of Anthony for appropriation ordinance and $43,776.79 for 10/28 Payroll were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
WATER/WASTEWATER REPORT
Terry Stark, Water/Wastewater Superintendent, reported that they had cleaned the septic tank at Campsite A. Cleaned the septic tanks at all three Power Plant houses. Installed clean out on 71A and 71B at Power Plant houses. Finished septic tank and lateral field on west side of Lake. Still need to finish leveling dirt on the lateral field. Winterized Lake Restrooms, swimming pool, parks, and ball fields. Still need to winterize the warrior field. Installed heaters in lift stations. Working on annual sewer line cleaning.
Terry had bids from Anderson Welding and Baker Equipment for a portable generator. Anderson Welding was $1875.00 plus shipping, Baker Equipment was $2,895.00 including shipping, and Baker Equipment $1,995.00 with purchase of camera.
Commissioner Hekel suggested purchasing from Baker because of the electric start. Mayor Hatfield said the welder could do the same. They decided to hold off on the generator for now.
Terry Stark reported the water meter at Sunrise Addition had been repaired. Poured concrete at Dugan’s Diner, Larry’s and the book store. He met with a couple of sales representatives discussing pool repairs. They are working on the fish cleaning station at the Lake.
Stark presented some pool repair options. It would take $3,850.00 to replace the plaster and get it back in shape. Painting would have to be redone every two years. Some light sanding could be done. Two companies had recommended replacing the plaster. They decided to look at costs of other options. The commission would like to get the Pool Committee involved in the future of the pool, continued maintenance or new pool.
WOMEN’S HEALTH FAIR
Tami Greve of the Anthony Medical Center was present to request the Municipal Hall fees for the Women’s Health Fair on October 29th be waived. Commissioner Hekel made the motion to waive the fees for the Women’s Health Fair on the 29th. The motion was seconded by Commissioner Dickey. Motion carried 4-0-1 with Commissioner Williams abstaining.
TOM MCKNIGHT/HARPER COUNTY COURTHOUSE CENTENNIAL PARADE
Tom McKnight requested to have Spring Street north of the Courthouse blocked off November 8th and discussed parade plans. The parade will start at 1:30 at Lawrence and Main and go North at Anthony to the Courthouse. The parade should last 30-45 minutes.
DONNA CROWE/MEMORIAL PARK LIGHT
Bill Ogden of Timberline Tree Care had been corresponding with Donna and the Commission about the Memorial Park lights. Through the grant, payment can not be made until the final notice from KDOT. The grant has been approved and as soon as the final letter arrives, the poles can be paid for. A bill for globes from last July had been missed being paid and was approved for payment.
LINDA AGGSON/RAILROAD PROPERTY
Linda Aggson presented her interest in the railroad property by her land at 539 S. Franklin. Mayor Hatfield stated he knew of another party interested in the property. She was told to get a drawing of what she wants and Superintendent Sechler will check out the property.
JOHN HAAS/BOND ISSUE
John Haas presented paper work and a tentative time table of events for the bond issue. The following documents were presented. Statement of Final Costs, Assessment Roll Certification, Notice of Public Hearing and Form of Notice of Hearing and Statement of Cost Proposed to be Assessed. Commissioner Williams made the motion to approve each of said documents; established November 10 at 8:30 a.m. Meet for the purpose of hearing any and all written or oral objections to the respective assessments set forth therein: Cause the City Clerk to publish the Notice of Public Hearing in the official City newspaper not less than 10 days prior to such public meeting date; Mail the Form of Notice of Hearing and Statement of Cost Proposed to be Assessed to each and all owners of property affected by such assessment at their last known post office address on the same date as the publication of Notice of Public Hearing; and file each of said documents of record in the office of the City Clerk and Make the same available for public inspection.
The motion was seconded by Commissioner Hekel and approved by the following roll call vote. Yea: all, Nay: none. Motion carried.
FIRE CHIEF/CHRISTMAS PARTY/HEALTH AND WEED NOTICE
Kenny Hodson requested $700.00 toward their Christmas Party. Commissioner Hekel made the motion to allow $700.00 toward the Fire Department’s Christmas Party. The motion was seconded by Commissioner Hammersmith. Motion carried.
Hodson had sent health and weed notices to the High School property owners. He had received a call saying it would be cleaned up in a week and has been two weeks with no results.
RESOLUTION NO. 719
A RESOLUTION STATING THAT THE CITY OF ANTHONY HAS DEVELOPED AND WILL MAINTAIN AN IDENTITY THEFT PROTECTION PROGRAM PURSUANT TO THE FEDERAL TRADE COMMISSION’S RED FLAG RULE.
Commissioner Williams made the motion to adopt Resolution No. 719. The motion was seconded by Commissioner Dickey. Motion carried.
MUNICIPAL HALL EVENTS BOARD
Mayor Hatfield read a letter from Greg Cleveland and the members of the Events Board. He would like to visit with Mr. Custer and the Municipal Hall Events Board. Hatfield does not want to accept the resignation without first talking to the Board.
Mayor Hatfield left the Meeting at 9:50 a.m.
TEMPORARY RATE INCREASE
Commissioner Dickey said we promised the Citizens the rate increase would only be three months. The bills due in November will be the 3rd month. Originally they thought the rate study would be done mid October. Dickey does not want to over extend the temporary rate increase.
POLICE CHIEF REPORT/MEETINGS/TRAINING
Chief Blevins attended a “Prevention of Underage Drinking” sector meeting. Attended a Harper County 911 Advisory Board Committee Meeting, and discussed progress on repairs on tower and equipment. Looking at buying a new fire repeater. Had a County wide Law Enforcement Officer’s Meeting. Officer’s Hodson and Schultz attended training on Crime Scene Collection’s of DNA. They became certified to collect and preserve DNA evidence. They are investigating an assault case from the weekend.
CITY SUPERINTENDENT REPORT/FISHING DOCK/OAK STREET/DIESEL BIDS
Superintendent Sechler reported the fishing dock at the Lake should be close to completion. Except for the concrete work. He thanked the City employees that worked on the dock. He would like to do some shoreline work before the concrete. He figured a couple loads of rock should cost around $2000.00. Commissioner Hekel made the motion to get two loads of rock. The motion was seconded by Commissioner Hammersmith. Motion carried.
Washington Street and the First Lake Road are open for traffic. APAC will have a contractor come down when it’s dry enough to seed grass.
Information on Oak Street that Templin’s want to vacate. Oak Street is platted 50 feet wide. Mary Kay Templin owns blocks 1 & 2 in the Santa Fe Addition. The Commission decided to think about it.
The pickup bed bids are due in on the 31st of October.
Superintendent Sechler has been looking at the fuel market. He has bids for the Power Plant from: Anthony Farmer’s Coop for $2.17 per gal. and Farmer’s Oil for $2.195 per gal. Commissioner Hekel made the motion to buy two loads of fuel from Anthony Coop for $2.17 per gallon. Commissioner Hammersmith seconded the motion. Motion carried.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
