The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey, and Williams. Absent: None. Also present were Don Heidrick, City Clerk/ Administrator; Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Steve Wilkinson, Hugh Allen Barker, Jeannine Montague, Mike Lanie, and Donna Crowe. Mayor left at 10:00 A.M.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 9/18 CITY PAYROLL APPROVED
Claim Ordinance #5505 making appropriations for the payments of certain claims against the City of Anthony in the sum of $127,963.54 for appropriation ordinance and 9/18 City Payroll for $45,355.38 were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and 9/18 City Payroll were unanimously approved and claims ordered paid.
ELECTRIC DISTRIBUTION DEPARTMENT REPORT
Steve Wilkinson, Electric Distribution Department Head, gave a report on the activities of the Electric Distribution Department.
They have been working on Prairie Belting line. Finished setting poles for 2 miles. Ready to start putting up wire.
Chris Duwe and Jerry Angle attended Hot Line School at Pratt.
Altec is replacing cylinder of the digger.
They are going to redo dock at D&L Polishing/U.S. Floss building.
The cost for providing service needs to be reviewed.
DEMOLITION PROJECT
Hugh Allen Barker and Jeannine Montague were present to ask City Commission waive penalty for not completing the demolition projects, the Frazier Building and the house on East Main by the agreement deadlines. Floyd Barker's bid for the Frazier Building was the same as two years ago. Floyd has worked in Anthony the last 50 years. A number of reasons were given for delays: Rain, harvest, concrete problem, needed to get excavator from Wichita. Their bid was $20,000 less than the next bid for the Frazier Building. Floyd Barker was in hospital seriously ill during some of the time.
EXECUTIVE SESSION
Mayor Hatfield made the motion that the City Commission go into executive session for 15 minutes for consultation with an attorney on matters that would be deemed privileged in attorney-client relationship. The motion was seconded by Commissioner Williams. Motion carried. At 8:45 A.M., the City Commission room was cleared with the Chief of Police, City Superintendent, City Clerk/Administrator, and Jim Forsyth, City Attorney, remaining. At 9:00 A.M., the Mayor called the meeting back into regular session.
CDBG PROJECTS
The City Commission discussed the request by the Anthony Medical Center to sponsor a CDBG Application for a new Wellness Center at the Medical Center location. Donna Crowe indicated we needed to close the U.S. Floss Project before anything else could be applied for through the CDBG Program, since it was taking so long to get it closed. November 1 is deadline for new CDBG Applications.
PRIORITY LIST
The City Commissioners discussed the priority list for City projects. Some Commissioners would like to take more time to list the projects they believe are necessary for the list. This will be discussed later.
MANDATORY CURB TRASH PICK-UP
The City Commissioners began discussing the reaction they have gotten about having a mandatory curb trash pick-up. The Commission will discuss this further, when Mayor Hatfield returns.
DEMOLITION PROJECTS
Hugh Allen Barker and Jeannine Montague returned to discuss the Agreement and Billing for the demolition projects that Hi-Grade had done for the City. The City Commission discussed the penalty for the delayed completion of the demolition projects done by Hi-Grade for the City of Anthony. A final decision will not be made until a statement indicating proper disposal of demolition material in an approved KDHE landfill is received from Hugh Allen Barker and Hi-Grade. Hugh Allen Barker said that he would not leave it where it is now. City Superintendent Sechler questioned the dumping on Lanie's property. Bricks are still being salvaged. Jeannine Montague will work up document for Barker and City to sign.
MAYOR HATFIELD LEAVES
Mayor Hatfield left the meeting at 10:00 A.M. Vice Mayor Williams took over the meeting.
HARPER COUNTY ECONOMIC DEVELOPMENT
Mike Lanie, new Harper County Economic Development Council Coordinator and also working for the Interfaith Housing introduced himself. He showed engineer sketches of new Housing Development Project. He asked about status of Plot approval for the Project. City Superintendent Sechler had just received it and is working on it. He has been busy the last two weeks with family health care.
CHIEF OF POLICE REPORT / ILLEGAL TRASH DUMPING CITATION /
CHIEF CONFERENCE / PREPAREDNESS FAIR / OFFICER HOUSTON RESIGNATION
Chief of Police Blevins reported that a citation was issued for illegal trash dumping at the shelter house on west side of Lake. He attended a good Kansas Association of Chiefs of Police Conference in Junction City.
They had a table with the County Sheriff Department at the Harper County Preparedness Fair at Municipal Hall. They had the Id-A-Child with a good turn out.
Investigated unattended death at Lake last night. Person died of natural causes.
Officer Houston turned in resignation and has been hired by Harper County Sheriff Department. He will work until November 10th.
CITY SUPERINTENDENT'S REPORT / BEEN GONE / DRAINAGE PIPES AT K-2/K-44
INTERSECTION / PLACEMENT OF BICYCLE RACKS / CONCRETE LINE BROKE AGAIN /
LINDA RECUPERATING
City Superintendent Sechler reported he is trying to catch up after being gone.
There have been problems with drainage pipes at intersection of
K-2/K-44 for the Geometric Project. He has meeting with Engineers, Contractor and KDOT at 1:00 P.M.
He will meet with Donna Crowe and find out where new bicycle stands should go – have them set this week.
The 18-inch concrete water line was broke again. He and Terry Stark met with the company. They should not be close to line again.
Commission asked about Linda Sechler. She is doing as well as possible after heart surgery.
Commissioner Hekel asked about old high school – that it needed mowing.

City Clerk/Administrator Heidrick reported that Angie Hartman had completed the August bookkeeping report. Electric revenue has not bounced back like last year. Will have a large September collection yet.
The Electric Reserve is down to $175,000 compared to $325,000 in 2006 and $550,000 in 2005. We need to look at electric rate increase.
He attended League Course on Retirement Funds, Friday. KPERS, Social Security the Deferred Compensation/Personal Investment (ING) that are available. It gave an update and sources of information.
Need to have Registration information for the League Conference.
Legislative Day at Friendship Meals is September 26th. Need RSVP.
Mike Anderson said the additional 100 ft. that he would like is not in the old landfill area. He is ready to go ahead with survey. Superintendent Sechler will look at area.
A letter was sent to Susan Croft and Jim Bergman as directed.
The newspaper ad for the auction is ready for publication.
VERMONT STREET
Commissioner Hekel asked about vacating North Vermont before selling properties. The City Commissioners discussed if it should or should not be vacated first. An Ordinance will be presented to vacate the Street for the City Commission to consider at next week's meeting.
ELECTRIC RATE STUDY
Superintendent Sechler asked about looking into cost for an electric rate study. The City Commission was in agreement to look into cost for a rate study. New regulations for the KCC jurisdiction area will need to be reviewed.
CORRESPONDENCE
Vice Mayor Williams read correspondence from Warren Meador opposing the mandatory curb trash pick-up.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
