The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; Kenny Hodson, Deputy Chief of Police; Amber Schmitz of the Anthony Republican; Jay Hall, Terry Stark, Pat King, Rita Gates, Betty Marchant, and Michael Berdahl.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE
Claim Ordinance #5558 making appropriation for $269,301.79 for the payments of certain claims against the City of Anthony for Appropriation Ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said Ordinance was unanimously approved and claims ordered paid.
WATER/WASTEWATER DEPARTMENT REPORT
Terry Stark, Water/Wastewater Department Head gave a report on his Department. They cleaned the Power Plant septic tanks. They repaired #2 Pond Circulator. Installed 150 of 300 lateral chambers on the septic tank at the west side of the Lake. Replaced #1 pump at McDonald’s Lift Station with a used one from the sewer plant. Demoed another sewer camera. He is comparing the bids and will report back to City Commission.
Drained and cleaned the swimming pool. Worked on water heater at the Lake. Repaired leaky water meters.
Recommended that there be one sewer system for the 3 power plant houses. Will get costs for lateral field construction. Commissioner Williams asked also about pump system costs.
Will need to replace the McDonald’s lift station pump with a new one.
Mayor asked about using the alarm system completely for lift stations without doing manual checking. Terry Starks said the manual afternoon check has been cut back. Mayor would like to see if all checking be tied in to alarm system and automated to Stark’s office. Estimates for costs will be researched.
STREET VACATE REQUEST– NORTH SECOND STREET
Rita Gates was present to request North Second Street portion be vacated North of Spring Street. It is not being used now. The Gates’ purchased the Ordway property and the Street there was not being used as a street.
The City Commission was in agreement to vacate the Street and retain the easements.
PROPERTY - REQUEST
Michael Berdahl has acquired property from Steve Erickson at 518 South Lincoln, and asked for an extension for the health nuisance abatement for a dangerous structure. He presented a Quick Claim Deed. Commissioner Dickey made the motion that the City extends the time for health nuisance abatement for 518 South Lincoln, to October 20, 2008. The motion was seconded by Commissioner Hekel. Motion carried.
He also asked about the sweeping of Street intersections, as he was loosing traction with his motorcycle. The streets may have been the ones that were recently resealed. Caution needs to be taken.
RESOLUTION NO. 714
A RESOLUTION ENDORSING TRANSPORTATION IMPROVEMENTS FOR ANTHONY, KANSAS CONCERNING THE ENACTMENT BY THE KANSAS LEGISLATURE OF A NEW STATE – WIDE COMPREHENSIVE TRANSPORTATION PROGRAM.
Commissioner Williams made the motion that the City approves Resolution No. 714. The motion was seconded by Commissioner Hekel. Motion carried.
HIDDEN ACRES OWNER PROTEST – BETTY MARCHANT
Betty Marchant was present to express her concerns about the City allowing campers to stay at the Lake for an extended length of time. One of her renters wants to leave her trailer court and move to the Lake because of a lower fee charge for camping. She believed it was infringing on her trailer court business. The Mayor said the City Regulations say that a camper can stay for two weeks and then must leave for 5 days. She believes the policy should be changed. The City Commission will have the Lake Board review the policy.
TREE REMOVAL LETTER
The City Commission reviewed and made changes for the letter to be sent to property owners who appear to have diseased or dead trees on their property. Wording will be included to the effect that if the tree is not removed, the City could have the effected tree removed and have the cost assessed to the property owner. Letters will be sent to the property owners.

Deputy Chief Hodson reported that a Resolution will be prepared for the property on North Second.
A juvenile was arrested for theft over the weekend.
He discovered someone breaking Christmas Building lights, Saturday night. The juveniles were dealt with.
A dog was taken from the dog pound by cutting the fence.
A burglary was reported at Campsite C. There was criminal damage to property on N. Lincoln. A Tire was cut.
Commissioner Hekel asked about radar runs on side streets. They are done. They are going to order a speed monitoring machine.
Mayor Hatfield asked about a policy for fining, for continual false fire alarms.

City Superintendent Sechler reported the second half of the Industrial Park Entrance had been completed.
The contractors completed surfacing the north tennis courts.
Board of Zoning and Appeals met on Thursday and approved a variance.
He met with Visions Group on Friday. They are looking at plotting more lots at the Wheatridge addition.
He will attend the Transportation Meeting at Hutchinson on Tuesday.
Will look into a firm price for lights and poles for the new renovated north tennis courts, since School District is helping with financing.
Lake Board members asked about 7 other possible new Lake Lots. The Commissioner’s want to wait and see what happens with the remaining unsold lot lease.
Commissioners had several questions.
He is still looking at getting lighting for the street south of the Christian Church.
The repair of the Warrior Football Field House roof will begin as soon as generation season is over.
There is no interest in constructing the A.D.A. fishing dock; maybe the City can do it.
Meter reading survey is complete and a report will be provided at the next City Commission Meeting.
POLE BIDS
Pole bids were received from McFarland Cascade, Baldwin Pole Co, and North Pacific. Commissioner Hekel made the motion that the City approves the low bid from North Pacific for 5 class 5/30’ poles at $155.50 each and 35 class 4/40’at $306.00 each. The motion was seconded by Commissioner Hammersmith. Motion carried.
EMPLOYEE HOURS CHARGED TO GENERAL OPERATING
Sherri Miller had calculated work hours for work done for the General Fund.
All grading at Lake will be charged to the Street Department.
CITY CLERK/ADMINISTRATOR REPORT/LEAGUE CONFERENCE
All items had been covered in meeting.
A reminder, the League Conference Registration’s are due Friday, September 26, 2008.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
