The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican; Kenny Hodson, Jim Forsyth, Jan Nolde, Scott Loyd, Rex Sunderland, and Larry Berry.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE APPROVED

Claim Ordinance #5457 making appropriations for the payments of certain claims against the City of Anthony in the sum of $247,992.14 for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance was unanimously approved and claims ordered paid.

ELECTRIC PRODUCTION DEPARTMENT REPORT

Larry Berry, Power Plant Superintendent, reported on the activities of the Electric Production Department. They have cleaned the Plant. Finished 480 volt wiring on headers. Mowed and cleaned the entire Plant property. Helping Hazel's with plumbing in new heater units and getting them in use. Need to get web deflections done on all units and do a lot of painting.

Regulator dock leaning. Will carry load Oct. 3 so dock can be repaired.

Six or Seven Western Farmers substations went down in western Oklahoma last week. It was wind related.

Mayor discussed the need for more safety related workshops and information. The Superintendent and Berry will be checking on what is available.

FIRE STATION

Fire Chief Hodson was present to discuss the Kan-Step proposal for a new Fire Department Station. The old station could be leased or sold and used to finance the new building. The Commission generally agreed not leasing the old. Fireman Relief could be used to finance a bond. Capital Improvements from the townships could be used. Mayor voiced concern about if volunteer help would be available when needed. The Fire Chief and Mayor will meet and discuss it further.

BALMER FUND BUILDING

Jim Forsyth, City Attorney, was present to go over the City procedure for the Balmer Fund Building. No property owner or representative showed as requested.

Another letter will be sent to Mr. Lawing, as attorney for the Balmer Fund. No plan of action has been received by the City Attorney as requested from the Balmer Fund.

Estimates for demolition of the building will be requested.

ORDINANCE NO. G-2738 ADOPTED

AN ORDINANCE AMENDING CITY CODE CHAPTER IV BUILDINGS AND CONSTRUCTION, ARTICLE 10, NUMBERING BUILDINGS, ESTABLISHING THE NUMBERING OF HOUSES AND BUILDINGS IN THE CITY OF ANTHONY, HARPER COUNTY, KANSAS.

Commissioner Williams made the motion to adopt Ordinance No.

G-2738. The motion was seconded by Commissioner Hekel. Motion carried.

SCHOOL DISTRICT PROPERTY

The City Commission discussed the decision of the School Board to request bid for the North Springfield property after indicating they may give it to the City for Soccer and Warrior Football use. It was consensus of the Commission for the Mayor and possibly some of the Recreation Commission members attend the next School Board meeting and discuss the City's interest in the property for the Youth Recreation Program, what the City has done in cooperation with the School District, such as the ball field facilities, share cost of tennis courts.

DEPUTY CHIEF OF POLICE REPORT / WEED NOTICES /

DOLLAR GENERAL / PIGEON PROBLEM / GARAGE BUILDING

Deputy Chief of Police Hodson said weed notices had been issued. He had gone to Salina and attended a meeting on a new form system, traffic reports, KBI forms. Dollar General has been notified for clean-up. The City Commission discussed sending a letter to Dollar General Corporate Office to complain about the condition of the property and store.

He will begin working on pigeon problem with use of a bucket truck. He said may be a grant to get garage and use for storage instead of buying carport.

OPEN BURN PERIOD

After discussion with Fire Chief Hodson, Mayor Hatfield made the motion to designate October 2 to October 16 as Open Burn period for the City of Anthony. The motion was seconded by Commissioner Koeppen. Motion carried 4-1.

CITY SUPERINTENDENT'S REPORT / AIRPORT PRE-CONSTRUCTION MEETING /

MAIN STREET SEALING / LAKE SEWER FUNDING / GEOMETRIC PROJECT /

STOP LIGHT AT LL&G AND MAIN /

SPECS FOR CITY EQUIPMENT / HEATING UNITS

City Superintendent Sechler reported that pre-construction meeting for Pilot Lounge is at 1:30 P.M.

Sealing on Main Street should be completed today. Permanent striping needs to be done.

He talked to Tiahart's office, the funding for the Lake Sewer should be known by December.

He needs easement for Geometric Project and asked about four way stop for LL&G and Main intersection. Will see about stop light. Bids for Geometric Project will be requested for January. Discussed getting rid of stop light at Kansas Avenue and Main Street.

He needs to address a couple of items for Retention Ponds project. He is working on specifications for backhoe, truck beds and loader.

Heating units at Municipal Hall will be checked by Hazel's. FEMA Project is about complete.

CITY COMMISSIONERS COMMENTS /

-Patches on Main Street concern. Surplus rock north of Garfield.

-Safety fence for field west of Pool. Mayor will work on.

-Need to clean up around pole pile.

-Mayor received complaints about the Lake needing mowing for Labor Day, and Campsite B. Commission discussed a workable plan for eliminating mowing some areas of Lake. Will discuss it with Lake Board and cabin owners.

-Will seek bids on used trucks. Need to decide which truck for use of sander and one for Shop pickup.

-Mayor asked about figures for electric rural costs.

NO MEETING OCTOBER 9TH

It was consensus of City Commission that no meeting will be held October 9th or the week of, because of League Conference.

CITY CLERK/ADMINISTRATOR'S REPORT / MEETING WITH KDOT – TAXI /

LEAGUE CONFERENCE REGISTRATION / TAX MONEY

City Clerk/Administrator Heidrick reported that he had information about taxi service and will meet Tuesday morning at 10:30 A.M., with KDOT about merging the taxi service with the County Council on Aging.

Registration for League Conference is complete.

He will attend Transportation Transit District meeting in Hutchinson on Wednesday.

City received $64,516.91 tax money from County Treasurer.

PRESENTATION OF CERTIFICATE OF APPRECIATION

The Mayor presented to Rex Sunderland, retiree of Alfalfa Electric, a certificate of appreciation for the assistance he had given to Anthony Electric Department.

2005 AUDIT REPORT

Jan Nolde and Scott Loyd from Swindoll, Janzen, Hawk and Loyd LLC presented the 2005 Audit for the City. They also presented bid for future audits.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
