he Board of Commissioners of the City of Anthony, Kansas met in regular session at 6:00 p.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Tedder, Hammersmith, and Dickey. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Cynthia Clark, Creighton Cullop, Mary Hixson, Steve White, Kathy Wilson, Gwen Warner, Tom Clark and others.
Debra Traxler of the Congregational Church gave the Invocation.
Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Tedder. Motion carried.
APPROPRIATION ORDINANCE
Claim Ordinance #5607 making appropriation for $158,102.92 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.
INDUSTRIAL DEVELOPMENT BOARD REQUEST
Industrial Development Board President, Steve White was present to request the City’s approval for Marshall Martin to drill test Water Wells on City properties. He has expressed interest in building an Ethanol 85 processing facility. He has researched several areas with input from the Anthony Industrial Development Corporation, Harper County Economic Development and the City Superintendent.
Commissioner Tedder made the motion that the City allows Marshall Martin to drill at his expense, Water Wells on City properties agreed and approved upon by the City Commission. The motion was seconded by Commissioner Hall. Motion carried.
LAKE BOARD REPORT
Mike Brown was not able to come at the last minute and Creighton Cullop and Mary Hixson of the Anthony Lake Board were present to provide a list of Lake Board requests. The list was read and a copy was given to the City.
DONATION REQUEST
Kathy Wilson of the American Legion Riders requested a $500.00 donation for care packages for deployed soldiers. KFDI is in support. Commissioner Tedder made the motion that the City donates $500.00 to the American Legion Riders Fund to provide care packages for deployed military soldiers. The motion was seconded by Commissioner Hammersmith. Motion carried.
LAKE LOT TRANSFER – 34E
Commissioner Hall made the motion that the City approves the transfer of Lake Lease for Lot 34E from James J. Williams and Eleanor F. Williams as joint tenants in common with full rights of survivorship, the whole estate to vest in the survivor in the event of the death of either to Steven Williams. The motion was seconded by Commissioner Tedder. Motion carried.
DELEGATES FOR LEAGUE CONFERENCE
Mayor Muse made the motion that the City appoints Don Heidrick, City Clerk/Administrator as Voting Delegate to the League of Kansas Municipalities Annual Conference in Topeka. The motion was seconded by Commissioner Hall. Motion carried.
Commissioner Hammersmith made the motion that the City appoints Grant Sechler, City Superintendent as Alternate Delegate to the League of Kansas Municipalities Annual Conference in Topeka. The motion was seconded by Commissioner Hall. Motion carried.
ENGINEER CONTRACT
After discussion, Commissioner Tedder made the motion that the City approves the Contract with Professional Engineering Consultants, P.A. (PEC) to provide services for the demolition of buildings in the 100 block of West Main Street in Anthony, Kansas. The motion was seconded by Commissioner Dickey. Motion carried.
CITY CLERK/ADMINISTRATOR REPORT/CHAMBER OF COMMERCE MEETING – DOWNTOWN IMPROVEMENT
City Clerk/Administrator Heidrick reported that most of the items in the report had been taken care of in the meeting already. One item regarding the Chamber of Commerce Meeting regarding the downtown development after the fire was discussed. The Chamber has formed a Committee with the objective for the downtown improvement development. They will take the lead now which the City has been involved with. Representatives for the Committee as far as can be determined will be Bryant Anderson and Gwen Warner of the Chamber, Joe Brummer of Irwin Potter, Mitch Hall of Kanza Bank, Ron Poor of the Anthony Industrial Development Board, Mike Lanie, Harper County Economic Coordinator, and Mayor Barbara Muse.
CHIEF OF POLICE REPORT/DOMESTIC DISTURBANCE/SHOPLIFTER/UNLOCK CAR/THREE WHEELER RECOVERED
Chief Blevins reported that they had investigated a Domestic Disturbance in the 100 Block of South Madison. One person was charged with Domestic Battery.
A Shoplifter was reported at Dollar General. Officer Schultz’s investigation determined she had property from Alco also and was charged with 2 counts of misdemeanor theft.
The Police Department received a Thank You from an individual for unlocking their car, with keys left in it. The Department received a $10.00 donation.
A three wheeler stolen in May of last year has been recovered. It has been held by several people. They are investigating to try and track back who all had the three wheeler after it was stolen.
CITY SUPERINTENDENT REPORT/K-2/WASTEWATER PROJECT/I.D.BOARD MEETING/MEETING WITH PHIL FISHBURN/WATER SOFTENER AND FLOOR BUFFER
City Superintendent Sechler reported that the K-2 Sealing Project was started last Friday. In one or two weeks, permanent striping will be done.
They are ready for contractors to start improvements on the Garfield Lift Station and the Bar Screen at the Wastewater Plant.
He spent some time working with the I. D. Board on a possible future project.
Had a meeting with Phil Fishburn with Midwest Assistance Program for Rural Development.
A new water softener and ice machine was installed at Municipal Hall. They also have a new floor buffer.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
