Tax Exemption Policy
The City of Anthony wants business investment! And we just might exempt real property and/or tangible personal property taxes to get it!
Purpose: The Joint County/City Tax Exemption Policy (TEP) establishes the official policy and procedures for the granting of real property and/or tangible personal property tax exemption meeting the requirements of Article 11, section 13 of the Kansas Constitution. The intent is to encourage business investment and job creation within the City of Anthony and Harper County.
What is it?
TEP is a program with benefits that are determined on a case-by-case basis. New or existing businesses that invest a minimum of $100,000 in qualifying real property and/or tangible personal property and create five (5) or more full-time job equivalents may apply to receive tax exemptions falling within the following parameters:
Tax Exemption Duration: minimum of 2 years; maximum of 10 years
Tax Exemption Rate: minimum of 20%; maximum of 100%
The duration and rate of tax exemptions will be determined through discussion and agreement between the qualifying business and the granting jurisdiction. Economic cost/benefit analysis and public hearings must be conducted before the application is forwarded to the State Board of Tax Appeals for final approval.
Who may qualify?
Any new or existing business that invests at least $100,000 (market value) in real property and/or tangible personal property that will be used for one or more of the following criteria AND creates the equivalent of five (5) full-time jobs is eligible:
A: Manufacturing articles of commerce;
2. Conducting research and development;
3. Storing goods sold or traded in interstate commerce
Why rebate property taxes?
The City of Anthony and Harper County understand that business growth and development are critical for everyone. They view TEP as a tool to encourage business growth and development. Although in the short-term they are foregoing new increases in real property tax and or personal property tax revenue, the growth, development, and jobs creation of qualified businesses will dramatically improve the economic outlook of the City and the County.
When did TEP become available?
The Anthony City Commission and the Harper County Commission on April 14, 2003 enacted TEP, through the efforts of the Anthony Industrial Development Board.
How do I apply?
If an interested business is located within the Anthony City limits, a written application must be filed with the Anthony City Commission. If an interested business is located in Harper County, but outside the Anthony City limits, a written application must be filed with the Harper County Commission.
