Neighborhood Revitalization Plan

If you want to build or remodel in Anthony, then ask for City, County, School District, and Hospital property tax rebates!

Purpose: The Neighborhood Revitalization Plan (NRP) was enacted to promote the revitalization and development of Anthony by stimulating new construction and rehabilitation of residential, commercial, and agricultural properties.

What is it?

NRP is a program that rebates property taxes, over a 10-year period for applicable improvements in excess of $15,000 that are made to property. For areas within the Anthony city limits, the rebates include City, County, School District, and Hospital property taxes.

Example: If you buy a vacant lot worth $5,000 and build a home valued at $100,000, you would normally pay property taxes based on a total market value of $105,000. With NRP, you would still pay property taxes on the base value of $5,000 (what it was valued before you improved the property). But you would receive a 95% rebate of the property taxes on the $100,000 increased value for the first 3 years. The 4th year you would receive a 70% rebate, and the rebate would decrease by 10% every year thereafter.

Who may qualify?

Any property owner within the Anthony city limits whose property taxes are current may be eligible. A minimum of $15,000 in improvements must be made. New construction and remodeling and/or renovation of residential, commercial, and agricultural property apply. Not all improvements qualify for NRP.

Why rebate property taxes?

Those taxing entities within Anthony that agreed to rebate property taxes under NRP understand that growth, development, and property improvements are critical for everyone in the City. They view NRP as a tool to encourage the growth, development, and improvements. Although in the short-term they are foregoing new increases in property tax revenue, the growth and improvements will eventually add to the long-term tax base, enabling them to pay for the government services the people of Anthony rely upon.

What are the rebates?

Following are the schedules for the rebates. Remember, rebates apply only to the increased market value resulting from improvements:

 

Increase in appraised market value of $15,000 - $499,999 

Year: 1-3: 95%

                           4: 70%

                           5: 60%

                           6: 50%

                           7: 40%

                           8: 30%

                           9: 20%

                         10: 10%

 

Increase in appraised market value of $500,000 and up


                                        Year: 1-3: 95%

                                                              4-5: 90%

                                                              6-7: 70%

                                                              8-9: 50%

                                                               10 : 25%

When did NRP become available?


NRP became available on May 1, 2002. It is a 3-year agreement between the taxing entities and the application period will expire on April 30, 2005. Those applications approved during the 3-year period will continue to receive the tax rebate for the full 10 years following completion of the project.

How do I apply?


Go to the City building (124 N. Bluff St. Anthony, KS), fill out a building permit, and submit it and a site plan to the Harper County Appraiser’s Office (201 N. Jennings Ave. Anthony, KS). A $150 application fee will be charged by the County to help recover some of the administrative costs.
