Utilities

The City of Anthony has provided electrical power to the City and rural areas for decades. The City’s demand for electrical power has steadily grown and the City has expanded its generation and distribution systems to meet the increased demand.
 
Currently the City has interconnections with one utility company, Western Farmer’s, for the purchase of power. Although there is an interconnection to West Plains Energy System, the City is only purchasing from Western Farmer’s Electric Company at this time. Ties to other utilities have improved reliability and gives the City the ability to pick the most economical power source.

The City owns and operates its own power plant. Power is generated using natural gas and diesel fuel in three engine-generators with a nameplate capacity of 11,000 KW and firm capacity of 7,800 KW. 

The City has two feeders, Anthony #1 and Anthony #2, that transmit power to the downtown substation and City distribution. The two 12.47 KV tie lines supply all power to the City. East Rural and West Rural are out of the Power Plant.

The City’s distribution system has approximately 300 miles of rural line that transmits power to approximately 400 rural customers. All rural distribution lines transmit power at 12.47 KV.

The City distributes power to approximately 1,580 customers inside the City limits. Power to the City is furnished with 12.47 KV voltages. The City has converted the system to 12.47 KV to take advantage of lower losses and voltage drop.

In 1998 the City of Anthony did a $3 million electrical upgrade. The upgrade included: replacing Power Plant switchgear; construction a voltage regulator station for downtown substation; new construction to all our feeders and to City and Rural; rebuild residential lines in Anthony; sizing and replacing west rural reclosers; converting voltage to 12.47 KV; installing 10,000 KVA with 14,000 KVA fan rating transformer; and sizing of transformers; installing 10,000KVA fan rating transformer; and sizing of transformers.

Electric

Full Time Crew – 4

Responsibilities:
  • Supply power to 1,906 meters
  • Maintain all power lines within the city limits
  • Maintain 300 miles of rural power lines
  • Maintain 2 substations
Member of KMEA, KMU, and KMEC
Participates in all mutual aid programs
Has an internship program through the local high school and Pratt Community College

Municipal Power Plant

Full Time Crew – 4
The power plant is a standby production facility for emergency power or market vulnerability where the
City can generate full system load.

Facility/Operations:
  • 3 Cooper-Bessemer engines/generators using natural gas or diesel
  • Receives feed from interconnect/substation and steps down voltage
  • 2 feeders to transmit power to downtown substation
Member of (APPA) American Public Power Association

Wastewater Division

Responsibilities:

  • Maintaining 60,000 LF of sewer lines, 8 lift stations, and 250 manholes
  • Maintaining wastewater treatment plant
  • Complying with all KDHE Requirements of reporting and maintenance of all collecting systems

Water Department

Full Time Staff – 4 operators; fully trained and certified by the Kansas Department of Health and
Environment (KDHE).

Water Treatment and Supply Division:
Responsibilities:
  • Maintaining 5 supply wells and treatment plant located 8 miles north of Anthony
  • 1.5 million gallon storage tank and 100,000-gallon elevated tower
  • Supplying water to all residents and businesses of Anthony
  • Supplying water to a rural water district, rural high school, and rural medical center
  • Maintaining all supply lines

The City of Anthony has adopted construction codes to provide for safer and more sustainable buildings in our community. All construction projects will be inspected and will be required to adhere to the following list of building codes:

Property Nuisances

Most homeowners take great pride in their property and make efforts to maintain their property and home. The local homeowners have a significant impact on the desirability of a community. When a property falls into disrepair or fails to meet local codes, it has a negative impact on the homes and neighborhoods around them and creates issues that affect residents; health, safety and welfare.
In most cases, the property owner will take care of the issue after being contacted by the Anthony Police Department. If the property owner does not take care of the issue in a timely manner, the City can initiate action.

What happens when a violation is reported?

Our goal is to encourage both owners and tenants to correct any violations. When a violation is reported, we work toward resolving the violation through a process of inspection and notices.  In most cases, the person responsible for a violation is given an opportunity to comply with the city ordinance and correct the situation.

What happens when a violation is not corrected?

Each violation has a set of enforcement procedures and time limit for compliance. However, if the violation is not corrected in the time allowed, and the property owner requests extra time, the Health Officer may allow additional time for the process. If the violation is not corrected within that time, additional notices and steps will be taken to resolve the nuisance.

Who issues property nuisance?

The Anthony Police Department, issues nuisance violations such as weeds, health and inoperable vehicle.

Municipal Court

The Anthony Municipal Court is dedicated to providing fair dispositions of all matters within its jurisdiction. A Municipal Court Judge presides over all court proceedings and a municipal prosecutor represents the City and is in charge with presenting the City’s case against the defendant. The Municipal Court has jurisdiction of violations of city ordinances for traffic cases and code violations. All other criminal matters are handled through the Harper County District Court.
